Chavez, in the amount of $89,157.30, to provide public improvements related to diagonal parking on Court Street from "E" Street to Arrowhead Avenue, and that the Commission approve a contingency factor of 15% ($13,374), plus an allowance of 5% ($4,458) for City of San Bernardino Public Works Department contract administration services. a ---_____--------------------------------------------------------------------------------------------------------- BJL.JPZ:1ag:04-03-01.cdc COMMISSION MEETING AGENDA MEETING DATE: 04/03/1995 Agenda Item Number: ECONOMIC DEVELOPMENT AGENCY STAFF REPORT Award of Contract- Court St. Diagonal Parking This report seeks Community Development Commission approval to award a contract to the firm of A.L. Chavez in the amount of$89,157.30, to provide public improvements related to the Court Street Diagonal Parking project. In addition, it also seeks approval of a contingency factor in the amount of$13,374 (15%), plus approval of an allowance of$4,458 (5%)to provide for contract administrator services from the City's Public Works Department. The City of San Bernardino Public Works Department developed detailed plans and specifications for this project (Plans and Special Provisions No. 9162) and will inspect and monitor the project to ensure compliance with those terms. In general, this contract will provide for the installation of permanent improvements, such as constructing landscape planters, constructing curbs and gutters, handicap ramps and accessibility, installing pavement striping and markings, installing irrigation equipment and landscaping material. This work is being conducted in accordance with the Downtown Plan for the City of San Bernardino. The project was advertised to potential bidders from January 25, 1995 until February 21, 1995. Advertisements were placed in The Sun Telegram and the Precinct Reporter, recognized newspapers of general circulation. In addition, plans and specifications were placed at the Dodge and NEDA Plan Rooms in San Bernardino, the Construction Express Plan Room in Murrieta, and the CMD Plan Rooms in Anaheim and Redondo Beach. Within the bid documents and at the pre- bid meeting, held on February 13, 1995, bidders were informed of the City of San Bernardino's and the Economic Development Agency's goals for Minority Business Enterprises and Women Owned Business Enterprises (MBE/WBE) participation. The recommended low bidder A.L. Chavez has been determined to meet MBE/WBE participation goals and has been determined to have had submitted a responsive bid. Funding for the project will come from Agency tax increment revenues as the City has no other reasonable means of funding the construction of the improvements at this time. These Mutual Benefit Resolutions make the findings and determinations that show that the proposed improvements contribute to the elimination of blight in several project areas, and authorize the use of tax increment revenues from one project area for use in another to complete the improvements.
