' IDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT The Pavilion Partners, Inc. DBA: Glen Helen Blockbuster Pavilion, will be offering concerts for the 1995 season, with an average crowd expectancy in excess of 15,000 per concert. The primary entry point to Blockbuster parking will be Institution and Powerline Roads, where concert traffic will flow off the northbound I-215 freeway at Palm and continue westbound to entry point. Traffic will be passing through two (2) intersections and one (1) railroad crossing: all of which are located in the City of San Bernardino. To facilitate a safe and expedient route of travel , San Bernardino Police Department personnel will be deployed, in an off-duty capacity, to minimize congestion. The City will be reimbursed for all services and equipment through a contract with Pavilion Partners, Inc. 75.0264
