STAFF REPORT
The Second Amendment to the Agreement with URS
Consultants , Inc. , authorized provision of construction surveying
and consulting services . Only basic surveying services were
included in the description of service, and maximum fee.
Several utilities were encountered during construction
that were not shown on the plans. These unexpected conflicts
required a considerable amount of extra work by the Contractor,
which in turn created the need for extra surveying services .
The storm drains, sewers and water line, being installed
j under the current construction contract, have of necessity been
installed at varying depths, in order to clear the unanticipated
1 obstructions. A considerable amount of surveying services were
required in order to ensure that these facilities would not be in
conflict with the existing utilities .
A fee not to exceed $83 , 800 was authorized by the Second
Amendment, of which $68 , 800 was for surveying services. The
estimate of cost for extra surveying services , not included in
the Second Amendment, is $35 , 000 , which will increase the amount
for surveying services to $103 , 800 .
The costs incurred for these extra surveying services
will be charged to Account No. 242-362-5504-1993 . An amount of
$375 , 000 was designated in the grant application for construction
engineering services. The cost for extra surveying services will
be financed from this line item amount.
All costs incurred by the Third Amendment to the
Agreement with URS Consultants, Inc. will be financed from the
following sources:
Federal Economic Development Agency Grant - 75%
Inland Valley Development Agency - 250
No City funds will be used to finance the additional $35 , 000 for
extra surveying services.
We recommend that the Third Amendment be approved.
