Synopsis of Previous Council action:
01-10-94 - Authorization to proceed granted to begin proceedings for expansion of
boundaries of Assessment District No. 981.
09-19-94 - Resolution No. 94-286 was adopted making preliminary finding of necessity
and declaring intentions to proceed with boundary expansion of Assessment
District No. 981.
10-17-94 - Resolution No. 94-330 was adopted ordering the amendment of A.D. No. 981
and expansion of the boundaries to include areas in Tract 14390.
02-06-95 - Resolution No. 95-36 was adopted setting the dates for a meeting and a
public hearing to be held on the cost of proceedings for the expansion
of the boundaries of Assessment District No. 981.
03-20-95 - Public Meeting: Confirm cost of the proceedings on the expansion of the
boundaries.
Recommended motion:
1 . That the Public Hearing on the costs for the expansion of Assessment
District No. 981 be closed, and the protests be overruled.
Adopt the Resolution.

STAFF REPORT
Assessment District No. 981 was established in 1987 pursuant to a petition for
the formation of a landscape maintenance assessment district which was received
by a Developer of a residential subdivision proposed in the area of Meridian and
Randall Avenues for the purpose of creating a funding mechanism to provide for
the maintenance of landscaping installed in the public parkway areas in portions
of Meridian and Randall Avenues.
The purpose of these maintenance districts is to offset the cost to the City for
the additional maintenance of the new public improvements.
Assessment District No. 981 has been amended by expanding the boundaries to
include additional developments in the immediate vicinity, and in January of
1994, we requested authorization to proceed to expand the district an additional
time to include Tract 14390 located at the northeast corner parcel of Meridian
and Randall Avenues. The parcels in Tract 14390 will pay a portion of the costs
for the maintenance of landscaping along Meridian and Randall Avenues in the
original district and within areas adjacent to Tract 14390.
All of the required proceedings for this expansion have been fulfilled, except
for this Public Hearing which is a requirement of the Brown Act. This Public
i Hearing and the Public Meeting held at the meeting of March 20, 1995 are
required before the final action confirming the costs on the roll and approving
the Amended Assessment Diagram Map No. 981 can be made which officially
establishes the Amended Assessment District No. 981.
Now is the time to hear protests from the property owners on the cost of the
expansion proceedings to include areas within Tract 14390.
The total cost of conducting the expansion proceedings is $ 2,436.12.
A deposit in the amount of $ 5,000.00 was received from the Developer of Tract
14390 which we requested to cover the cost of the expansion proceedings. The
total amount above will be paid out of the S 5,000.00 deposit, and the remainder
will be refunded to the Developer.
All of the requirements of Chapter 12.90 of the City Municipal Code have been
fulfilled, and your final action to confirm the attached Assessment Roll and to
approve the Amended Assessment Diagram Map No. 981 filed in the City Clerk's
office is requested at this time.
We recommend that the Public Hearing be closed, and the protests, if any, be
overruled; and that the Assessment Roll be confirmed and the Amended Assessment
Diagram Map No. 981 be approved.
