Agenda Item No. y CITY OF SAN BERW _1DINO - REQUEST Fr I COUNCIL ACTION STAFF REPORT PROBLEM: The County of San Bernardino has submitted the attached contract detailing terms and conditions for the City of San Bernardino' s continued use of teleprocessing equipment and access into various criminal justice information systems . Approval of this contract will ensure continued direct access into County data files, including the Central Name Index (CNI) used for warrant check inquiries and the court calendar. RECOMMENDATION: Adopt the resolution authorizing execution of the contract . FINDINGS: This is the third year the County of San Bernardino has initiated a contract authorizing the San Bernardino Police Department to directly access County information systems for warrant inquiries and court calendar information. The initial contract in FY 92/93 provided equipment, system access and teleprocessing fees at no charge on a test basis . The direct access provided by this system reduced officer waiting time from approximately 20 minutes to approximately three (3) minutes per warrant check. Faster return of information reduced field investigation time and enhanced officer safety. The County billed the City for more than $13 , 000 mid-year in FY 93/94 for use of their equipment, system access and processing fees . Because the City did not anticipate this charge, it had not been budgeted. The County graciously chose to forego the charge and advised the City that this service would be billed at the same rate that the County charges other cities, beginning in FY 94/95 . The Police Department has a $24, 000 budget for FY 94/95 to cover the charges associated with this contract . Action Papers : Resolution Proposed Contract s-ozea
