Synopsis of Previous Council Action:
None
Background:
The San Bernardino Animal Shelter contracts shelter services with four surrounding
cities; Fontana, Colton, Loma Linda, and Grand Terrace. Each city pays to the City of
San Bernardino a monthly fee to cover the cost of housing animals from the respective
cities. A portion of the monthly fee, 15%, is set aside each month into a Deposit account
to be used solely for the purpose of making improvements to the Animal Shelter facility.
The Shelter Improvement deposit account has been in place since Fiscal Year
2010/2011 with an increasing balance each month. In Fiscal Year 2012/2013 the Police
Department elected to allow the fund to accumulate with the intent of using the funds to
offset the costs involved in constructing a new facility. The current financial issues of
the City have suspended the possibility of a new facility in the foreseeable future. The
Police Department needs to start making some repairs and improvements to the aging
facility.

The items listed ahnvP represent the immediate needs of the facility; it is not a
comprehensive list of all improvements that need to be made. The Police Department
is requesting an initial transfer of Shelter Improvement funds to begin upgrades and
repairs at the shelter. The department will return to Council in the future when larger
projects are identified and planned.
The Police Department is requesting approval to transfer and recognize $25,000 from
the Shelter Improvement Deposit Account, number 772*2357, and amend the Animal
Control FY2014/2015 budget by $25,000. There are sufficient funds in the deposit
account for this purpose. Balance of account number 772*2357 as of 10/1/2014 is
$444,042.18.
