Synopsis of Previous Council Action: 10/06/2014: Resolution of the Mayor and Common Council of the City of San Bernardino Authorizing the Execution of Amendment Number One to the Contract Employment Agreement Between the City of San Bernardino and Brian Turnbull for CDBG Project Management Services. (At Meeting of October 6, 2014, Item Continued to November 3, 2014) (#3485) Background: On July 28, 2014, the City of San Bernardino and Consultant, Brian Turnbull entered into a Contract Employment Agreement for project management services of the Parks Department's Community Development Block Grant (CDBG) projects. Project management services have become an integral role in the spearheading of the following projects: an RFP for the installation of a modular at Anne Shirrells Park, collaboration Updated: 10/29/2014 by Georgeann "Gigi" Hanna C I Packet Pg. 184 5.L 3485 with the Water Department regarding revitalization of Seccombe Lake Park, and completion of pending CDBG projects. Upon further review, it would be advantageous for the City to enter a separate agreement with Mr. Turnbull for oversight of the Parks Department's Capital Improvement Projects (CIP). Below are prospective CIP and CDBG Projects which should be completed by the end of fiscal year 2014-15: CAPITAL IMPROVEMENT PROJECTS Fund Name Project Description 208 Verdemont Capital Project Verdemont Area Project Management 243 Park Construction Fund Ruben Campos Center Renovation 243 Park Construction Fund Splash Pads at Various Centers 268 AB 1600 Parkland and OP City-Wide Irrigation Systems Upgrades 268 AB 1600 Parkland and OP City Wide Community Center Upgrade The Parks Department is in need of competent, professional, and qualified project management services. Issuing an RFQ for such services would be cost prohibitive to the City due to limited time and potential delay of the completion of proposed projects. Project management services were adequately budgeted and appropriated in Fund 208 - Project Verdemont Area Project Management. Therefore, the Parks Department is requesting a second purchase order for project management services in the amount of $24,999.
