Background: This investment request to the U.S. Economic Development Administration will provide two specific deliverables: Access to the building through the redevelopment of existing city streets and sidewalks, and equipment for use in the skills training program that the Gateway Health Training Campus will offer. LLUH is requesting funding for the installation and reconstruction of various improvements in the public right of way on the streets adjacent to two sides of the property at 250 South G Street. These actions were required by the City of San Bernardino as part of the conditions of approval for the new building. The U.S. Economic Development Administration is requiring the City of San Bernardino to be a co-applicant on the grant because the City will be receiving a benefit in the form of infrastructure improvements valued at about $2.3 million. The specific deliverable that will be produced as a result of this investment is the infrastructure-related improvements and the training equipment related to the Gateway Health Training Campus. The City of San Bernardino will only be responsible for the infrastructure-related improvements to the existing city streets and sidewalks upon project completion. The site is within one of the Transit District Overlay Zones, a city zoning tool used by San Bernardino to create public transit oriented development and reduce dependence on auto-based transportation. The City required that the path of travel to the Transit Center a few blocks away be upgraded to current standards. These updates to the surrounding public streets and sidewalks will provide safe access for pedestrians, bicyclists and vehicles to the job training facility and clinic that they are building on the site. Due to the public works nature of the work required, LLUH has opted to combine these specific elements as a separate 'offsite' project. Over 31,000sf will be designated solely for training purposes and the remaining clinic space will be utilized for experiential hands-on training, consistent with the training related equipment costs outlined in this proposal request. Among the contributors to the in-kind requirement of the funding opportunity are Loma Linda University, Loma Linda University Medical Center, philanthropic individuals, foundations, and private sector organizations and businesses. The Gateway Health Training Campus will provide state-of-the-art training through a center consisting of a primary and specialty care clinic, dental clinic, pharmacy, clinical laboratory, imaging services, teaching kitchen, restaurant, and a community garden. The Gateway Health Training Campus will provide an educational milieu for physicians, health professional students, and city youth/young adults gaining job entry skills. This mixture of training levels and expertise will be educational for all concerned and will motivate those at earlier levels to aspire to advanced training and education.
