Synopsis of Previous Council Action: During the October 6, 2014 Mayor and Common Council Meeting, the City Council requested that staff conduct a workshop explaining the purpose and use of the City's Housing and Community Development Funding, including Community Development Block Grant (CDBG), Home Investment Partnership (HOME), Emergency Solutions Grant (ESG) and Neighborhood Stabilization Program (NSP). Purpose of the Workshop The overall goal of the community planning and development programs administered by the Department of Housing and Urban Development (HUD) and carried out locally by the City of San Bernardino (City) is to develop viable urban communities by providing decent housing and a suitable living environment and expanding economic opportunities principally for low- and moderate-income persons. The workshop requested by Council will explain the City's use of this funding and provide a framework for making decisions about unallocated funding and future projects. The programs to be discussed are: 1) Community Development Block Grant(CDBG) 2) Home Investment Partnership Program (HOME 3) Emergency Solutions Grant (ESG) 4) Neighborhood Stabilization Program (NSP) During the workshop, staff will present the Mayor and Common Council and members of the public with the total funding available, committed balances, uncommitted balances, eligible and ineligible uses of the aforementioned program.
