Supporting Documents: Central City Lutheran Mission ESG (PDF) i Updated: 10/1/2014 by Georgeann"Gigi"Hanna Packet Pg. 638 7.E.a To: Council Members From: Grants Committee Date: September 30, 2014 Subject: Emergency Solutions Grant Award to Central City Lutheran Mission 0 .y N The Central City Lutheran Mission has since 1994 provided services to disadvantaged and underserved residents within the City of San Bernardino. d The Central City Lutheran Mission has operated a cold weather homeless men's emergency _J shelter annually from November to April and was requested to continue such operations ' U throughout the year. a� The City of San Bernardino has received a $246,345.00 allocation through the U.S. Housing and U Urban Development Emergency Solutions Grant Program and has available allocation through this program for sub-award to a qualified non-profit agency. 3 a The Central City Lutheran Mission has requested $40,000.00 to continue operation of the w emergency men's homeless shelter for the remainder of Fiscal Year 2014-2015, and such request LO has been demonstrated to meet the requirements of the Emergency Solutions Grant Program. M C7 This request is critical to the continued operation of the homeless men's shelter for this fiscal w year and therefore, requires urgent action of the Mayor and Common Council outside of the c City's normal award process. Central City Lutheran Mission's shelter operations meets the N guideline requirements of the City's Homelessness Initiative Action Plan as a first-step toward providing housing solutions for unsheltered men over the age of eighteen. w At the Grants Committee meeting held on September 30, 2014, the committee recommended that the allocation be increased to $46,345.00. v L .Yd _ The Central City Lutheran Mission is in its first year of operation as a year-around shelter. It U also provides case management assistance to help find permanent housing for homeless men. In September of 2014, Central City Mission provided shelter to 412 homeless men. Central City E Lutheran Mission has helped 100 of these men transition into permanent housing. w a Recommended Motion: Direct the City Manager to prepare a substantial amendment to the City's 2014-2015 Action Plans to allocate $46,345.00 of Emergency Solutions Grant Funding to Central City Lutheran Mission.
