(#3454) Current Business Registration Certificate: Yes Financial Impact: The City has budgeted the Projects as listed on the attached Exhibit I, entitled, "Annual Citywide Maintenance Services Contract for Roadway Rehabilitation Work on Various San Bernardino City Streets, Special Provisions No. 13024." All Projects are roadway rehabilitation CIP Projects. The total FY 2014-15 budget for these Forty Seven(47)Projects is $5,598,800.00, which includes design engineering, construction, construction management, field engineering and inspection. The Contract to be executed with Matich Corporation is for a period not to exceed one year (twelve months). Motion: Adopt the Resolution. Synopsis of Previous Council Action: 06/30/14 The Mayor and Common Council approved Resolution No. 2014-245, adopting the City's Final Budget Document for Fiscal Year 2014-15. Backsround: On June 30, 2014, the Mayor and Common Council approved Resolution No. 2014-245, adopting the City's Final Budget Document for Fiscal Year 2014-15, which includes the rehabilitation of up to 47 City roadways. The rehabilitation work on these roadways provides for and supports the health, welfare and safety of San Bernardino residents, business owners and visitors by providing roadways that accommodate the safe and efficient movement of goods and people throughout the City. The Project work to be done includes clearing and grubbing; removal and replacement of curb access ramps, curbs, gutters, and cross gutter and spandrels; cold milling; removal and replacement of deteriorated pavement; pavement overlays; utility adjustments and other items as required. The work in this Contract will be segmented into Task Orders based u p on geographic location, Updated: 10/1/2014 by Linda Sutherland B Packet Pg. 258 ` 5.P 3454 similarity of project components and economies of scale. In order to accomplish the work in an efficient and timely manner, Task Orders are to be configured such that work operations may be conducted in a continuous and efficient manner. Each Task Order will identify specific work items and quantities for those work items, and will be based upon actual field conditions within the budgeted Project limits. Matich Corporation will be issued a Notice to Proceed for each Task Order, which will identify the Scope of Work, working days, and expected date of completion for the work identified in each Task Order. This Maintenance Services Contract contains 47 separate street pavement rehabilitation Projects. The majority of these Projects are suitable to being combined into Task Orders without additional City-prepared plans. Several of the Projects, however, will likely require additional details, exhibits and engineering analysis before they can be combined into Task Orders. These more complex Projects will likely be grouped into Task Orders during the latter part of this Contract period. It is also possible that one or more of the 47 budgeted Projects may need to be delayed or deferred due to utility impacts, drainage issues, permitting, or other more complex engineering issues. These more complex Projects may require additional design engineering and possibly be contracted separately. This will be determined during detailed field inspections and as the Projects are assembled into Task Orders. Local advertising for Project bids included the San Bernardino County Sun Newspaper, F. W. Dodge Company (Monrovia), High Desert Plan Room, Construction Bid Board, Inc., San Diego Daily Transcript, Bid America Electronic, AGC Plan Room/The Daily Construction Reporter, - iSgFt Plan Room, Reed Construction Data, Construction Bid Source (CBSI), Bid Ocean, Inc., and the City of San Bernardino Chamber of Commerce. Information and electronic copies of the construction documents were also posted on the City's website. Santa Ana, CA $ 5,861,300.00 Engineer's Estimate $ 5,099,250.00 After a careful review of the three sealed competitive bids and verification of mathematical calculations and certifications, staff has determined that Matich Corporation is the apparent low bidder and has met the minimum requirements of the bid specifications and guidelines. Based on the above information, Matich Corporation is the lowest responsible bidder and staff recommends that the contract be awarded to this company. As with all Public Works contracts, staff will work with Matich Corporation to help minimize construction-related impacts to ensure that the roadway rehabilitation work is conducted as quickly and efficiently as possible.
