He stated that this is not a Ln job training program—the employers would provide any needed job training. CO i The Job Referral Service (JRS) would contact local businesses to determine job ^� opportunities; post those job opportunities on the City's website on behalf of employers, pre-screen applicants, facilitate referrals of qualified candidates, and organize and o promote onsite recruitments. The JRS would provide free job referrals to applicants and a, would assist them in resume writing and other job preparation endeavors such as mock E interviews. e Mr. Parker stated that the JRS would work collaboratively with other job training and N placement agencies, educational institutions and the City's non-profit partners. He added N that this service could be totally funded using block grant funds. c Council Member Valdivia voiced his concern that this may duplicate services currently being provided by the library and SBETA and stated that he didn't think it was a good use of CDBG funding. M Q City Manager Parker stated that the JRS would augment the services being provided by the library, and clarified that SBETA is primarily job training and placement. Council Member Valdivia asked who would manage the program. Mr. Parker stated that it would be supervised by the Community Development and Human Resources Departments, and when the Economic Development Coordinator comes on board, then he/she would oversee the service. Mr. Lyons requested a stop sign, a mandatory "no-right-on-red" policy, and a crossing guard to protect the children in the area. Paul Sanborn, San Bernardino, said he didn't think the Council had a right to limit development fees in 2006. He suggested putting the Fire Department under the Water Board to avoid politics.
