Mayor and Common Council of the City of San Bernardino Page 9 Packet Pg.26 5.B.a Joint Regular Meeting Minutes September 2, 2014 Public Comments: Alice Chow, Grand Terrace Lou Anne Hazel, Beaumont Sheila Paurteymoor Council Member Mulvihill explained that only two responses to the RFP were received— one from Upward Dog Rescue and the other response was from Angels n Paws Rescue Transport, which was not considered due to fact that the partnership broke up. He stated that the proposal from Upward Dog Rescue would have necessitated the City transferring almost one million dollars to the shelter. .� r O Council Member Shorett asked the City Manager's office to provide a quick overview on how the City was going to proceed. E d Chris Lopez, Management Analyst in the Mayor's office, stated that the following co recommendations were included in the staff report: 1) Reject all bids; and 2) Direct the City Manager's office and the Police Department to look at current contract costs with neighboring jurisdictions that contract with the City and see if those costs need to be adjusted in order to make some improvements to the shelter. r� Amended LO Motion: Reject all bids, and direct staff to update its contract costs for neighboring jurisdictions that choose to contract with the City. Public Comments on Items Not on the Agenda Deanna Adams, San Bernardino, spoke against putting marijuana shops in Wards 1, 2 Q and 3; and stated that today was the kick off to kill Measure Q, which is the proposed Charter Amendment relating to Safety Personnel Salaries. Steve Filson, Cadet Superintendent at the Public Safety Academy of San Bernardino, thanked the staff of the Community Development Department for assisting him with a recent campus consolidation project and commended them for their professionalism and patience. He said they are currently in negotiations for the continued use of the gymnasium facility at the former Norton Air Force Base, which is an integral part of their athletic program, and commended Mickey Valdivia, Director of the Parks, Recreation & Community Services Department, for his professionalism and partnership. He urged the Council not to give it away and stated that it was the poor people's park and they need it. Jay Lindberg, San Bernardino, spoke about a plan for prosperity for the City. He stated if we want to bring prosperity back we're going to have to go after the war on drugs and take the money out of that and put it back into education, job training, and alternative employment programs. She said it was a site that links people together who want to volunteer with non-profits. She stated that there are over 5,000 non-profits in the County of San Bernardino. v 0 John Than, Redlands,wanted to thank everyone for their respect of the senior citizens of L the City. He announced that they will be having 2014 Inland Empire Senior Games on October 3, 2014 for people who are 50 plus. He stated that senior citizen centers at Perris CL Hill and Fifth Street have been ideal in helping out with that group of citizens. M Nirav Patel, San Bernardino, informed the Mayor and Common Council that the street lights on "E" Street have been out for the past two months. He stated he came to the last meeting with the same complaint, but the lights still have not been fixed. He owns a 24 hour business and feels that his customers are not safe.
