Description) Finance: Council Notes: 10-04-93 ( SUPPL . ) S.- � CITY aF SAN BERNARbvdO - REQUEST FOR OUNCIL ACTION STAFF REPORT The current schedule of fees for storm water drainage indicates a fee of $0.363 per square foot of impervious area for the first 1, 000 square feet, and $0. 124 per square foot in excess of 3, 000 square feet. This fee schedule is fair and reasonable for normal size projects. However, it is possible that this fee could be excessive for large projects, relative to the impact created on downstream drainage facili- ties. For this reason, we recommend that the schedule of fees be amended to allow the applicant the option of paying a fee of $0.0375 per square foot (for the impervious area is excess of 5 acres) and construct drainage facilities as required to convery the storm water from the site to on acceptable outlet. This procedure will mitigate the City's obligation to construct downstream drainage facilities to handle the increased storm water from the new large development. We recommend that the schedule of fees be amended to establish a spe- cial fee for large developments. URGENCY CLAUSE: This action needs to be accomplished as soon as possible, in order that prospective developers can finalize their decision to proceed. 10/04/93
