City Clerk Discussion of Proposed Ballot Items for Charter Amendments to be Placed on the November 2014 Ballot. The hearing remained open. Pursuant to Resolution No. 2000-279, City Clerk Hanna administered an oath to those individuals wishing to speak on the matter that they would provide true and honest testimony. Public Comments in Support: Tom Pierce, San Bernardino James Smith, Highland Public Comments in Opposition: Deanna Adams, San Bernardino Steve Tracy Richard Lentine Kevin Fewgate Joe Arnett, San Bernardino OWN Motion: Close the hearing; and continue to August 7, 2014. Public Comments on Items Not on the Agenda Deanna Adams, San Bernardino, spoke about the budget and ethical decision making. She complained about the prostitutes and said mothers and children are held hostage. She said it shows the City does not have integrity and that she supports public safety. Gary Walbourne, Colton, said the Council had just passed a budget no one was happy with. He said he felt the city manager should have been present for the vote. He said the City would not get business back without getting rid of the homeless and panhandlers and make the City a better business environment. He also said that the person who is going to attract businesses to the City should work on a commission basis. Barbara Babcock, San Bernardino, spoke about how Fontana has turned its reputation and image around. She said the City needs to follow their lead, but it would take blood, sweat and tears. She said the Council must be willing to listen to the people. She also announced the grand opening of a new Indian restaurant. 4. Adjournment At 7:08 p.m., the meeting adjourned to 1:00 p.m., Friday, July 18, 2014, in the Economic Development Agency Boardroom, 201 North `B" Street, San Bernardino, California, for a goal-setting workshop. The next joint regular meeting of the Mayor and Common Council and the Mayor and Common Council Acting as the Successor Agency to the Redevelopment Agency is scheduled for 2:00 p.m., Monday, July 21, 2014.
