The project consists , in general , of installing a 54--inch storm drain from the stub, constructed by Caltrans at Atlantic Avenue, to Highland Avenue. 1 Below is an estimate of the total project cost: Construction Contract $ 245 , 800 Construction Engineering (W.O. # ) 15 , 000 Sub-Total $ 260 , 800 Contingencies (15%) ± 39 , 200 TOTAL ESTIMATED PROJECT COST $ 300,000 A total amount of $244 , 833 has been allocated, under Account No. 248--368--57826 , to finance the Citv of San Bernardino' s share of the cost. An understanding was reached with the City of Highland in 1988 that they would acquire the necessary right-of--way and the City of San Bernardino would finance the construction cost. This arrangement was beneficial to the City of San Bernardino, since construction of the storm drain to the drainage system, for the Route 30 Freeway, would allow a portion of the master plan storm drain in Highland Avenue to be deleted and the remainder downsized. However, the City of Highland was unsuccessful in acquiring the necessary easement through the Hi Ho Christmas Tree Farm. The City of San Bernardino was then compelled to acquire the easement, at a total cost of $92 ,574 , in order to allow the sewer to be installed for the Wal-Mart Development. This leaves an approximate balance of $152 , 259 , under Account No. 248-368-- 57826 . A proposal was made to the City of Highland by letter dated 3--29--93 , that the City of San Bernardino would proceed to install the storm drain, and the City of Highland would agree to impose a fee equal to 1/2 of the cost upon development of the Christmas Tree Farm. This proposal is still under review. The easement contains a provision that no construction be done between November 15 and January 1 . In view of the need to have this storm drain installed prior to November 15, it is recommended that the plans be approved and authorization granted to advertise for bids . Furthermore, that the allocation of supplemental funds be deferred until after the actual low bid price is known and the negotiations with the City of Highland have been concluded. 8-25-93 75-0264
