IDINO - REQUEST F R COUNCIL ACTION STAFF REPORT A memorandum has been received from Kenneth Henderson, Executive Director, Development Department, requesting a waiver of the standard requirement to connect to the City' s sewer system. The request was submitted on behalf of Danny Alcarez , property owner. Mr. Alcarez has applied to the City for a Conditional Use Permit (CUP No. 93-12) to establish an auto towing and storage facility with an associated office located on the south side of Highland Avenue, 700 feet west of Macy Street. The business is known as Danny' s Towing Service. The proposed office was formerly a single family house with a septic tank for sewage disposal. The septic tank appears to be functioning properly. The nearest available sewer main is located in Highland Avenue approximately 420 feet east of this site. A study by Thatcher Engineering & Associates analyzed three alternative means of sewering this site (see attachment to Kenneth Henderson' s memo) . Thatcher concluded that all of the three alternatives would be prohibitively expensive and/or involve acquisitions of right-of-way from adjacent property owners. Ordinance No. MC-663 provides that the Mayor and Common Council may waive the requirement to connect to the sewer system when a proposed commercial/industrial development will generate less than 200 gallons of domestic sewage per day (based on 15 gallons per employee per day) ; therefore, a business with less than 13 employees may qualify for a waiver under this provision. The Development Department has advised that Danny' s Towing Service will employ a maximum of 6 persons; therefore, we feel this project qualifies for a waiver of the requirement to connect to the City' s sewer system, and we recommend approval of their request subject to payment of a $500 . 00 administrative processing fee to this department. 8-20-93 75-0264 V i -row C I i OF S A N B E R N A R D I . HENDERSON Executive Director SUBJECT: Sewer Connection Waiver Request, Danny's Towing CUP 93-12 DATE: August 16, 1993 COPIES: Administrator - EDA; Senior Planner; File In response to the preliminary requirement by the Public Works Department for the subject project to connect with the public sewer system, this memorandum will serve as a formal request of a waiver of this sewer connection requirement. This project is being funded by a loan from the department. The site is presently served by a subsurface wastewater disposal septic system, which is currently operating as a single family use. Once the CUP is approved, the single family use will be converted to an office facility. It is generally accepted that the amount of wastewater generated by an office use is substantially less than the single family use. Based on a review of sewering options by Thatcher Engineering & Associates (attached), viable physical solutions are limited and it is evident that the proposed project will not be able to support the sewer installation costs, where installation is possible. Therefore, given that the volume of existing septic use will decrease upon the office conversion and provided that clearance is provided through the appropriate agencies, on behalf of Danny Alcarez, property owner, we request that this project be exempted by waiver from the connection to existing sewer facilities. Highland Avenue Job No. 17006.01 San-Bernardino, CA 92305 ATTN: Mr. Danny Alcarez RE: Domestic sewer service alternatives Assessor's parcel number 269-021-04,05, City of San Bernardino Dear Mr. Alcarez: Pursuant to the request of Paul Toomey, Toomey and Associates, we have undertaken a review of your alternatives for serving the subject site with domestic sewer service. Please let this letter summarize our results of that review. The subject property is located on the south side of Highland Avenue approximately 700 feet west of Macy Street, in the City of San Bernardino. The nearest existing sewer service is located within the Highland Avenue right of way approximately 280 feet west of Macy Street. Three alternative alignments were reviewed to serve the subject site. Those alignments would be as follows: 1.) Construct a service lateral from the existing building onsite northerly to Highland Avenue (approximately 250 feet) and construct a sewer main within the Highland Avenue right of way easterly (approximately 420 feet) to the existing manhole located approximately 280 feet west of Macy Street. This alternative requires the construction of approximately 670 lineal feet of new sewer pipe. At a minimum slope of 0.4% for that pipe line an elevation differential within the pipe of approximately 2.7 feet would be required. Considering the ground elevation at the site is 1270.0 and a minimum cover over the pipe of 4 feet within the site and 6 feet within the right of way, the maximum invert elevation of the service at the manhole would need to be 1263.3. The existing manhole invert is Q a Danny's Towing Service 2 July 14, 1993 1268.0, approximately 4.7 feet above the required maximum. In other words, the site cannot be served along this alignment, by a gravity line and would require a lift station to the existing manhole. In our opinion a lift station along with approximately 670 of new sewer service is not an economically practical solution to serve the site with domestic sewer service. 2.) Construct a service lateral to the south east corner of the property (approximately 50 feet) and a new main along the southerly property lines easterly (approximately 700 feet) to Macy Street. This proposal would intercept the existing main within the Macy Street right of way approximately 300 feet south of Highland Avenue. The existing invert elevation of the main within Macy Street at this location is approximately 1260.7. Considering the ground elevation at the site is 1270.0 and a minimum cover of 6 feet for the required main a pipe line gradient of 0.44% could be achieved. This would be an acceptable gradient and is a viable alignment alternative in terms of site topography. However, this alternative requires acquisition of easements from the five properties that exist between the subject property and Macy Street. The estimated cost for the pipe line and required manholes would be approximately $30,000, not including any related costs for acquisition of the required easements. 3.) Construct a service lateral to the south east corner of the property (approximately 50 feet) and a new main southerly across the adjacent state highway right of way and continuing southerly to Washington Avenue (approximately 400 feet), then easterly within the Washington Avenue right of way (approximately 700 feet) to the existing manhole at Washington Avenue and Macy Street. This is obviously a more expensive alternative than alternative number two; however, could be a viable alternative if the required easements could not be obtained. This alternative requires a pipe line crossing permit from Caltrans and at a minimum would require casing the pipe line within the Caltrans right of way. This alternative also requires the acquisition of an easement from the owner of assessor's parcel number 269-0321-19. As long as the proposed freeway is to be built above grade within this area, proper pipe line gradients and pipe line cover could be attained, and this would be a viable alternative in terms of site topography. The estimated cost for the pipe line, casing and required manholes would be approximately $46,000, not including permits from Caltrans and acquisition of the required easement. It should be noted the costs shown above are approximate only based on typical costs relative to normal installation, Thatcher Engineering and Associates in no 0 Danny's Towing Service 3 July 14, 1993 way guarantees that these costs are inclusive of all required costs to install the proposed systems, and we reserve the right to alter these estimates upon the completion of final design plans.
