Description) — Finance- Council Notes: 75-0262 Agenda Item No. 5` 7 01TV 'OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT BACKGROUND The Facilities Management Division was instructed on May 15, 1995, to prepare specifications and advertise for bid a lighting retrofit project at five (5) City Facilities. The five facilities chosen are as follows: Central Garage Central Fire Station 182 S. Sierra Way 200 E. Third Senior Citizens Center Delmann Heights Rec. Ctr. 600 W. 5th. Street 2969 No. Flores Street Hernandez Rec. Center 222 N. Lugo Street The lighting retrofit will mainly consist of replacing T-12 flourescent lamps and coil-type ballasts with energy efficient T-8 lamps and electronic ballasts. Exit lights and other miscellaneous lamps and fixtures are also included. The project is estimated to generate an annual cost savings of $16,936.00, which, when shown against the apparent low bidder, gives the project a 2.4 year pay back. The funding for this project is a California Energy Commission loan, at 4.72% interest. The current term is 6.5 years, but may be renegotiated due to the lower project cost. THE BID PROCESS At the request of the division, appropriate specifications were prepared, published, and furnished to area suppliers. Bids were publicly opened and declared on April 22, 1996. San Bernardino 68,789.00 Grounds Electric Co. Riverside No Bid Twenty-four (24) vendors supplying this service were solicited. The City received seven (7) responses. One response was a no bid, and six were valid bids. Specifications as bid have been reviewed by Facilities Management and the Purchasing Agent who concur that the bid of Advanced Resource Management meets specifications and requirements. It is therefore recommended that 75-0264 r* f `r. the bid be accepted for contract. Facilities Management asks that a ten percent (10%) contingency of $3,758.00 be approved to cover hazardous material disposal costs, if PCB Ballasts are identified during the removal portion of the project. Total cost would be: Advanced Resource Managment $ 37,579.70 Contingency 3,758.00 $ 41,337.70 Lighting Retrofits in Light of Deregulation There are excellent reasons for doing lighting retrofit projects, even with electricity deregulation just around the corner. The main reason is that using less electricity saves money, no matter what the "per kilowatt hour" charge is. The five (5) building lighting retrofit is designed to save $16,936, by reducing 163,870 KWH. This savings is calculated at ten cents per KWH, which is the rate Edison hopes to achieve by deregulation. For 1995/96 fiscal year, Facilities Management energy projects have saved the City $140,700.00. These savings have come about with the City not having to pay any costs. These funds will be used to offset budget needs in the coming fiscal year. Energy savings are not one time cost savings. The savings go on year after year.
