STAFF REPORT
The Vehicle Replacement Fund provides for the replacement of one (1) 1982 stencil truck assigned
to the Public Works Department. The 1982 Chevrolet stencil truck has become an economic burden
to maintain and has approximately 79,000 odometer miles.
Notices inviting bids for a 1996 stencil truck, Bid No. 96-20, were sent to 17 vendors; four (4) sealed
bids were received and were opened on January 17, 1996.

Raceway Ford Riverside, CA $ 41,435.42
Fairview Ford San Bernardino, CA $ 46,252.76
Ed Butts Ford La Puente, CA $ 47,990.03
Downey Auto Center Downey, CA $ 56,126.76
The first and second low bidders, Raceway Ford and Fairview Ford, were found to be non-responsive
and were unable to meet the City's technical specifications for an acceptable stencil truck. Ed Butts
Ford met or exceeded all items called for in the specifications.
It is recommended that the Common Council authorize the purchasing agent to issue a purchase order
in the amount of $47,990.03 to Ed Butts Ford to purchase a 1996 Ford stencil truck.

1 RESOLUTION OF THE CITY OF SAN BERNARDINO AWARDING A PURCHAS
ORDER TO ED BUTTS FORD FOR FURNISHING AND DELIVERY OF ONE (1) EAC
2 1996 STENCIL TRUCK TO BE UTILIZED BY THE PUBLIC WORKS DEPARTMENT O
THE CITY OF SAN BERNARDINO IN ACCORDANCE WITH BID SPECIFICATIO
3 F-96-20.
4 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY O
SAN BERNARDINO AS FOLLOWS:
5 SECTION 1. That Ed Butts Ford is the lowest and best
6 responsible bidder for the furnishing and delivery of one (1) eac
7 stencil truck in accordance with Bid Specification F-96-20 for th
8 total amount of $47 , 990. 03 ; pursuant to this determination, th
9 Finance Department is hereby authorized and directed to issue
10 purchase order for said one (1) each stencil truck to said lowest
11 and best responsible bidder; such award shall only be effective upo
12 the issuance of a Purchase Order by the Finance Department; and all
13 other quotations therefor are hereby rejected.
14 SECTION 2 . The authorization to execute the above reference
15 purchase order is rescinded if it is not issued within sixty (60)
16 days of the passage of this resolution.
17 I HEREBY CERTIFY that the foregoing resolution was duly adopte
18 by the Mayor and Common Council of the City of San Bernardino at
