STAFF REPORT
The Department of Public Services and Department of
Public Works, in an attempt to address the incidence of claims
made for sewer back-ups recommend that proposals be requested for
provision of sewer maintenance services .
While City crews address the spills and back-ups , they do
not have all of the necessary cleaning and inspection equipment,
nor the manpower to address all the areas of concern. The
request for proposal will seek a firm that has sufficient man-
power and equipment to fill in the gaps in City staff and equip-
ment. Special cleaning tasks, inspection services, manhole
repair and relining, removal of protruding laterals, root cutting
and emergency response will all be included in the proposal.
The contract provider will be able to respond with
specialized equipment to a variety of problems throughout the
City and expand current existing City services.
It is anticipated that an Agreement for Professional
Services will be negotiated with the selected Consultant for the
1996/97 Fiscal Year, with authority to extend for two additional
years . The fee will be based on actual cost, with a maximum of
$100 , 000 for the 1996/97 Fiscal Year. Funds to finance the cost
for these services will be included in the recommended Sewer Line
Maintenance Fund, under Account No. 132-371-5502 , for
Professional/Contractual Services .
We recommend that authority be granted to issue Requests
for Proposals to provide specialized sewer maintenance services ,
in order to improve the level of maintenance and thereby reduce
claims for sewer back-ups .
