ARRIL 22, 1996 ORIGINAL Synopsis of Previous Council action: On September 19, 1994, the Mayor and Common Council approved the reorganization of positions in the Public Works/Engineering Department to include the establishment of the classification of Landscape Inspector I and the retitling of the Landscape Inspector classification to Landscape Inspector II. On 3/11/96, the Personnel Committee recommended approval of this position contingent on program budget considerations. It was also recommended to hold this item for 30 days prior to submission to the Mayor and Common Council . Recommended motion: 1. Establish one (1) Landscape Inspector II position, Range 1354, $2,595-$3,154/month in the Public Works/Engineering Department. 2. Direct the Personnel Department to update Resolution 95-428 to reflect this action. Description) Assessment District General Finance: l Council Notes: 75-0262 Agenda Item No. 'CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT BACKGROUND In October 1994, the position of Landscape Inspector I was created in the Public Works/ Engineering Department for the purpose of inspecting the various landscape assessment districts throughout the City, which are maintained under contract, for compliance with the contract specifications. This function was previously carried out by two (2) inspectors under the Parks, Recreation & Community Services Department. The transfer of inspection duties to the Public Works Department was done to improve the efficiency of administering the districts and the maintenance contracts. Since October 1995, two new districts have been added and three districts have been expanded; and, two new districts are also in the process of being formed. There is also more involvement during the installation process of the landscaping by the developers. With the addition of these areas, it is becoming more and more difficult to maintain a satisfactory level of inspection. STAFFING Presently, there is only one (1) inspector responsible for the inspection of 24 landscape districts throughout the City. An additional inspector is needed now to maintain inspection at a level where full compliance to the contract can be enforced. The additional inspector will be financed entirely from the assessment district. Contracts were recently negotiated for all of the maintenance areas. The total cost of all the contracts is approximately $125,000 lower than last year. This reduction will help keep assessments at the same or lower level, even with the addition of another inspector. COSTING It is proposed that the position be filled at the start of the 1996-97 fiscal year to allow time for recruitment. The cost for the 1996-97 fiscal year is as follows: Landscape Inspector II Range 1354, $2,595-$3,154 Step 1 for 6 mos. ($2,595 x 6) $15,570 Step 2 for 6 mos. ($2,724 x 6) 16,344 28.5% for all benefits 9,095 SUBTOTAL $41,009 Vehicle: Ford Ranger Truck $15,000 12 mos. gas, oil, maintenance 1,200 TOTAL COST FOR FIRST YEAR $57,209 2of9 7-i_02AA Note: All of the costs will be reimbursed to the City through assessments through the various landscape districts. REPRESENTATIVE DUTIES Provides courteous and expeditious customer service to the general public and City department staffs. Oversees implementation of plans and specifications of assigned contracts and inspects materials for conformance to specifications of maintenance contracts; inspects public landscapes to ensure that departmental requirements are met. Interfaces with contractors; inspects work in progress and completed projects for adherence to plans, standards, and specifications; records amounts of materials used and work performed; ensures compliance with state safety orders; prepares and submits progress or inspection reports; operates City vehicles. Routinely adheres to and maintains a positive attitude towards City and Department goals; and performs related work as required. MINIMUM QUALIFICATIONS Graduation from high school or GED equivalent, with supplemental specialized courses in engineering, horticulture or landscape architecture and 3 years experience in park facilities inspection, construction, renovation and maintenance. Possession of a valid Class "C" California Driver's License is required. Public Works/Engineering Department Incumbent assigned to the Public Works/Engineering Department must possess a San Bernardino County Department of Agriculture herbicide/pesticide Qualified Applicator Certificate. 6 of 9 GENERAL QUALIFICATIONS Knowledge of: Methods, techniques, materials, equipment, and safety hazards of park construction, renovation and maintenance; Applicable codes and regulations governing construction of assigned projects. Ability to: See in the normal visual range with, or without correction; Hear in the normal audio range with, or without correction; Exhibit normal range of body motion; Walk uneven and varied terrain for the inspection of landscaping; Transport materials and supplies weighing up to 50 pounds; Operate a vehicle observing legal and defensive driving practices; Work in a variety of environmental conditions including exposure to heat, cold or noises; Establish and maintain effective relationships with those contacted in the course of work; Enforce specifications, workmanship and materials on landscape maintenance contracts; Understand and interpret landscape plans and specifications; Prepare and maintain complete and accurate records and reports; Detect and locate faulty materials and workmanship. ORGANIZATIONAL RELATIONSHIPS The Landscape Inspector II is a journey-level position in the Parks or Engineering Division and receives supervision from supervisory personnel in the assigned division or department. LANDSCAPE INSPECTOR I GNpED IN\0 JOB DESCRIPTION Under direct supervision, performs varied duties involving inspection of materials and workmanship, compliance with plans and specifications involved in the installation and maintenance of assessment district landscaping or park maintenance; and performs related work as required. REPRESENTATIVE DUTIES Provides courteous and expeditious customer service to the general public and City department staffs. Inspects landscape materials and installation and performs inspection on contracts for landscape maintenance; ensures compliance with project specifications and requirements; works with contractors to ensure compliance and corrections of deficiencies in maintenance; accepts and acts on complaints from the public or City officials. Processes requests for change orders, and monthly payment requests; maintains job logs of work completed and calendar of scheduled work; prepares notifications on deficient work; offers suggestions for improvement of contract format and contents, including water schedules, fertilization, pest control and other items necessary to ensure a healthy landscape. Reviews test reports on materials; reviews projects for conformance with safety regulations; makes written reports of inspections; investigates complaints; operates two-way radio; delivers and picks up plans and specifications; operates City vehicle; attends meetings and seminars. Routinely adheres to and maintains a positive attitude towards City and Department goals; and performs related work as required. MINIMUM QUALIFICATIONS Graduation from high school or GED equivalent, with supplemental specialized courses or experience in horticulture or landscape maintenance/architecture desired; at least one year experience in inspection of landscape, installation and maintenance of landscape, construction or repair of landscape. Possession of a valid Class "C" California Driver's License is required. Public Works Engineering Department Incumbent assigned to the Public Works/Engineering Department must possess a San Bernardino County Department of Agriculture 8 of 9 herbicide/pesticide Qualified Applicator Certificate within 6 months of appointment. GENERAL QUALIFICATIONS Knowledge of Inspection methods, procedures, equipment and materials; Materials testing procedures; Horticultural practices and applications; Applicable codes, safety orders and municipal ordinances; Irrigation systems, time clocks, valves, controls; Appropriate safety precautions and procedures; Contract compliance to include change orders. Ability to: See in the normal visual range, with or without correction; Hear in the normal audio range, with or without correction; Exhibit normal range of body motion; Walk uneven and varied terrain for the inspection of landscaping; Transport materials and supplies weighing up to 50 pounds; Operate a vehicle observing legal and defensive driving practices; Work in a variety of environmental conditions including exposure to heat, cold or noises; Read, understand and apply complex concepts and written materials; Read and understand construction plans, specifications and maintenance contracts; Prepare reports and maintain inspection logs; Read and maintain maps, drawings and inspection records; Apply laws, codes and contract conditions; Make accurate estimates of construction progress and materials; Detect and locate faulty materials and workmanship; Understand and carry out oral and written instructions; Establish and maintain effective relationships with those contacted in the course of work. ORGANIZATIONAL RELATIONSHIPS The class of Landscape Inspector I is a technical class in the Parks or Engineering Division.
