Synopsis of Previous Council Action:
January 9, 1995 The Mayor and Common Council approved General Plan Amendment No. 94-05 and
Development Code Amendment No. 94-09 to change the land use designation and
establish permitted uses for the San Bernardino International Airport.
Recommended Motion:
That the Mayor and Common Council adopt the Resolution which adopts a Mitigation Monitoring and
Reporting Program for the San Bernardino International Airport.

STAFF REPORT
Subject: Mitigation Monitoring and Reporting Program for the San Bernardino
International Airport
Mayor and Common Council Meeting of April 15, 1996
Applicant: San Bernardino International Airport Authority
BACKGROUND
In November 1994, the San Bernardino International Airport Authority (SBIAA) submitted
General Plan and Development Code applications for the airport portions of the former Norton
Air Force Base. The General Plan Amendment proposed to change the land use designation
from PF, Public Facilities to A, Airport and to update the General Plan text to reflect this. The
Development Code Amendment was to establish permitted uses.
At that time, the City reviewed the Initial Study prepared for these applications and determined
that the IVDA Redevelopment Plan Final Environmental Impact Report adequately addressed all
potential impacts related to re-use of the airport.
On January 9, 1995, the Council approved General Plan Amendment No. 94-05 and
Development Code Amendment No. 94-09 relating to the San Bernardino International Airport.
A Mitigation Monitoring and Reporting Program has been prepared for use by City staff in
implementing the mitigation measures that specifically apply to the San Bernardino International
Airport.
RECOMMENDATION
Staff recommends that the Mayor and Common Council adopt the Mitigation Monitoring and
Reporting Program for the San Bernardino International Airport.
