Financial Impact:
This is a request to submitt a grant application with the Department of Resources Recycling and
Recovery. If the grant is received there would be an approx. addition of$55k in both revenues
and expenditures.
Motion: Adopt the Resolution.
Synopsis of Previous Council Action:
05/16/05 Resolution No. 2005-124 was approved authorizing submittal of Funding Request
Form to the California Department of Conservation, Division of Recycling.
05/15/06 Resolution No. 2006-140 was approved authorizing submittal of Funding Request
Form to the California Department of Conservation, Division of Recycling.
05/23/07 Resolution No. 2007-167 was approved authorizing submittal of Funding Request
Form to the California Department of Conservation.
07/07/08 Resolution No. 2008-267 was approved authorizing submittal of Funding Request
Form to the California Department of Conservation.
05/04/09 Resolution No. 2009-113 was approved ratifying submittal of Funding Request Form
to the California Department of Conservation.
06/06/11 Resolution No. 2011-131 was approved authorizing submittal of the Funding Request
Form to the Department of Resources Recycling and Recovery(CalRecycle).
01/23/12 Resolution No. 2012-017 was approved authorizing submittal of the Funding Request

Background:
The Beverage Container Recycling Grant Program (RBC 26) is a Competitive Grant that is
administered by the Department of Resources Recycling and Recovery (CalRecycle). The
Beverage Container Recycling Grant Program provides opportunities for California local
government agencies, cities, counties or regional programs, public colleges/universities/public
school districts, non-profit organizations, and qualifying Indian Tribes to promote increased

recycling of beverage containers throughout California and reduce the beverage container litter
in the waste stream.
Eligible applicants may submit an individual or regional application. One entity must be
identified as the lead applicant to act on behalf of itself and its participating jurisdictions. The
grants are available to:
California cities, counties, other local government entities, Joint Powers Authorities, and
special districts.
Public colleges and universities,public K-12 school districts.
—Non-profit organizations (except private schools) registered with the federal government under
501(c)3, (c)4, (c)6, or(c)10 of the Internal Revenue Code.
Beverage Container Recycling Grant Program FYs 2014/15 and 2015/16.
Qualifying Indian Tribes. A "Qualifying Indian Tribe" is defined as an Indian tribe, band,
nation or other organized group or community, residing within the borders of California,
which:
(1) Is recognized for special programs and services provided by the United States to Indians
because of the status of its members as Indians; or
(2) Can establish that it is a government entity and which meets the criteria of the grant
program.
CalRecycle is seeking projects that implement new or enhance-existing programs to provide
convenient beverage container recycling opportunities in various locations statewide. Eligible
projects include, but are not limited to, the following locations:
Multi-family dwellings (five units or more), Public colleges/universities and public K-12 school
districts, Outreach and education (multi-family), Community events including, but not limited to,
those sponsored by local jurisdictions and Parks/recreational areas.

WHEREAS, Public Resources Code Sections 40000, et seq. authorize the Department ca

of Resources Recycling and Recovery (CalRecycle), formerly known as the California

Integrated Waste Management Board, to administer various grant programs (grants) in

furtherance of the State of California's (State) efforts to reduce, recycle, and reuse solid waste v

10 generated in the State, thereby preserving landfill capacity and protecting public health, safety

11 and the environment; and o

12 WHEREAS, in furtherance of this authority, CalRecycle is required to establish

necessary procedures governing the application, awarding and management of itself; and m

15 WHEREAS, Beverage Container Recycling Grant Program allows regional grant
16 projects; and

17 WHEREAS, CalRecycle grant application procedures require, among other things, an

applicant's governing body to declare by resolution certain authorizations related to the N
19
administration of CalRecycle grants.

21 NOW, THERFORE, BE IT RESOLVED BY THE MAYOR AND COMMON

22 COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS:

23 SECTION 1. The Mayor and the Common Council of the City of San Bernardino
24 authorizes the City Manager, or his designee to submit a Beverage Container Recycling Grant Q

Program regional application and accept grant funds on behalf of itself as Lead Agency.

27 SECTION 2. The City Manager, or his designee, is hereby authorized to execute on
28 behalf of the City of San Bernardino all Grant-related documents, including, but not limited

2 funds and to implement the approved grant project; and
3 SECTION 3. These authorizations are effective for five (5) years from the date of the

The Narrative Concept document is used to describe the details of your proposed project. The
response size for each section is limited to 2,500 characters and cannot be expanded. Utilizing
a document form other than the official CalRecycle versions, tampering with the CalRecycle
version or otherwise circumventing imposed character limits will subject the applicant to

detailed, and most importantly, address each of the criteria below. A minimum "passing" score
of 4 points must be obtained in order to be considered for Phase 2.

must be quantifiable, measurable, and realistic. For example: "The goal for this project

month" or "The goal for this project is to increase CRV beverage container collection by
40 percent in the following targeted locations ...".
City of San Bernardino will use RBC26 program for Multi-Family dwellings, local
colleges/universities and public schools K-12, Community Events and Parks and recrreational Z
areas within the City. The participating venues and institutions will receive a letter of a
participation (accept or deny) receive education materials, training and receptacles. Quarterly
status reports will be conducted for evaluation. Comm itment/Participation letters will be sent =
out.

project. Is that estimate/projection anticipated to increase in subsequent years?
• Briefly explain how the organization is qualified to implement the project (for example,
by geographic location, prior involvements/projects in the areas, and experience with
the project clientele).
The City is qualified to implement recycling programs/projects due to the fact that the City has
a multitude of Community events where recycling is promoted and are in need of recycling
receptacles.This grant program will provide addition funding for the Intergrated Waste
Management Division's efforts to increase San Bernardino's recycling performance. By m
suppling venues and institutions with beverage recycle containers, it will help promote
voluntary actions to recycle more beverage containers. This program will increase collection
" rates by providing receptacles to collect beverage containers instead of just throwing them
away. It will also will benefit the community by creating an addition free recycling service for
special events and open up avenues to promote recycling beverage containers that will have c
positive influence. Additionally it will be a benefit to the environment by relieving litter in
streets, fields, allies and businesses as well as help beautify the City. As of right now, there is
no beverage collection program that exists. The challenges that this will address are language
barriers, convincing citizens to recycle willingly and influencing community involvement and
active participation with the program. The solutions to these challenges are direct outreach I c
and focused efforts to reach customers whose primary language is not english. By requiring
this, it will help increase the City's recycling rate and more importantly, extend City services to
all who may use them. the goal of th City implementing this programs is to help alleviate
ILbeverage containers that are lying out in the streets, allies, fields, park, businesses and m
Ji recycle them.
