Synopsis of Previous Council Action:
10/7/2013 Resolution 2013-284 adopted increasing the FY13/14 Purchase Order to General
Dog & Cat Hospital to $42,500.00
2/3/2014 Resolution 2014-25 adopted increasing the FY13/14 Purchase Orders to General
Dog& Cat Hospital to $66,000 and Animal Emergency Clinic to $25,000.
Background:
In February 2014, Dr. Zeilinski of General Dog & Cat Hospital was selected to provide
veterinarian services for Animal Control. At that time, Dr. Zeilinski obtained an off-site Drug
Enforcement Agency (DEA) license which enabled him to purchase and monitor the use of
specific medicinal controlled substances at the animal shelter for three years. The City is
required to have a licensed veterinarian doctor or technician for this purpose. Dr. Zeilinski's
license is valid for three years and therefore, Animal Control wishes to continue the benefit of
this license. The maintenance cost for the monitoring and tracking of the Animal Control
controlled substances is $500 per month.
Dr. Zeilinski and General Dog & Cat Hospital also provide on-site and off-site veterinarian care
for animal shelter dogs and cats. A licensed veterinarian visits the animal shelter one day per
week for two hours, at a cost of$150 per hour. The visiting veterinarian helps mitigate illnesses
that could spread throughout the shelter as well as re-examining animals that have had previous
treatment, reducing the need for animals to be transported to the veterinarian hospital. General

Dog & Cat Hospital provides off-site veterinarian services to animals needing treatment for
illness or injury.
It is requested that General Dog & Cat Hospital remain the selected veterinarian service for San
Bernardino Animal Control and that a Purchase Order be issued in an amount not to exceed
$66,000. Sufficient funds have been budgeted for this item in account number 124-210-0001-
5505. The available unspent budgeted balance in this account is $103,347.00.
