Thank you BD/dp attachment POSITION TUSTIFICATIONS The following are justifications for appointments, promotions and other personnel actions to be reviewed by the Mayor and Common Council at the October 20, 1997, Council meeting. CLASSIFIED GENERAL FUND 1. Park Maintenance Leadworker (McClintock Kevin) - Appointment PARKS, RECREATION & COMMUNITY SERVICES This department received authorization to fill the vacancy of Park Maintenance Leadworker position in March 1997. This vacancy was created due to the retirement of the incumbent in April 1997. Filling the Park Maintenance Leadworker position is key in providing the care and upkeep of City parks and structures. Currently, the Park Supervisor is attempting to allocate time to these Park Maintenance Leadworker duties, in addition to the normal job requirements for the Park Supervisor position. The Parks Division has lost a total of 11 positions in the last five years, two (2) of which have been Leadworkers. Currently, there are only three (3) Leadworker positions, including this vacancy. Favorable consideration to fill the vacancy of Park Maintenance Leadworker will enable the Park Division to provide the hands-on leadership and supervision for the ever increasing park maintenance services. 2. ftmdgher I (Reed, Sandra) - Appointment POLICE The Police Department Communication Center has an authorized strength of 20 Dispatcher I/II's, five(4) Dispatch Supervisors and one(1) Communications Supervisor. Currently, 17 of the Dispatcher I/II positions are filled. This leaves two (2) Dispatcher I/11 vacancies. Additionally, two (2) Dispatch Supervisor positions are vacant. Three (3) Dispatcher I/II's are currently paired up with veteran Senior Dispatchers for training. This provides 17 fully-trained Dispatchers to cover four shifts, seven days a week, in the Communications Center. Cost savings associated with vacancies are entirely offset with backfilling these positions with full-time Dispatchers, Community Service Representatives or Police Officers working overtime. Oftentimes, non-dispatcher replacements impact the level of quality service provided to the public and field personnel due to their lack of familiarity with the CAD operations. Position Justifications October 20, 1997 Council Meeting Page 2 Filling this position will help offset the chronic need to use overtime to adequately staff each shift, increase the efficiency of the Communications Center and improve the level of quality service delivered to both the public and field personnel. Dispatcher stress will be reduced and morale will improve. 3. FquiMMut Mechanic H (Stevenson, David F ) - Promotion PUBLIC SERVICES This position is a reinstatement. The employee was bumped during the reductions in force as a result of the Fiscal Year 1997-98 budget deliberations. Due to recent retirements and voluntary demotions, the employee is being reinstated to his previous position. 4. Lead Equipment Mechanic (Schuessler, Douglas T.) - Promotion PUBLIC SERVICES The employee was bumped during the reductions in force as a result of the Fiscal Year 1997-98 budget deliberations. Recent retirements and voluntary demotions have created vacancies. The employee is being promoted to his previous position. 8. RMemaster (Franks Jeffery) - Appointment (Extended Provisional) POLICE The current Rangemaster is off work on injury. Due to the importance of our officers qualifying with their handguns, it is necessary to keep Mr. Franks in this position. The Police Department hired Mr. Franks as an administrative overfill position. He is utilized to cover department shoot qualifications as well as weekend coverage for the general public. Since the Rangemaster is currently receiving disability through Risk Management, funding for this position would come out of existing budgeted monies for the Rangemaster's position. Cost savings associated with vacancies are entirely offset with backfilling these positions with Community Service Representatives or Police Officers working overtime. Thus, it is more cost effective to administratively overfill this position pending a final determination of our current Rangemaster's status. The Police Department will be recruiting for this position. When a determination is made as to the status of the Rangemaster, the Department will begin the hiring process, so there will be a limited time period that the position is vacant. Anbnal Shelter Attendant (Hanson, Laura Ann) - Appointment (Provisional) ANIMAL CONTROL The Animal Shelter Attendants provide direct care of the animals, including cleaning and disinfection of kennels, seven (7) days each week. A minimum of four (4) positions-is- required for Animal Control to be open to the public five (5) days/week. The separating employee was at step 5 ($2,106/mo); the incoming provisional employee will be at Step 1 ($1,732/mo). Provisional employees do not receive benefits. Monthly salary savings are $374 (plus benefits). This position is in the testing phase of the recruitment and selection process. 10. Animal Shelter Operations Manager (Roybal,Kenneth)-Appointment(Provisional) ANIMAL CONTROL This position, funded from the Fontana Contract, provides first-line supervision of 16 full-time staff. The Animal Shelter Operations Manager also utilizes conflict resolution and customer service skills on a daily basis. The separating employee was at Step 5 ($3,266/mo); the incoming provisional employee will be at Step 1 ($2,687/mo) with no benefits. Monthly salary savings to Division 234-Contract Services are $579 (plus benefits).
