STAFF REPORT
The Phenix Bookstore/Prescilla Helping Hand, a non-profit organization, (1314 Date Street, San Bernardino,
California 92404, (909) 881-5551,Jean Peak, Executive Director) is organizing the Coretta Scott King Visits
San Bernardino event at the Stadium on October 12, 1997.
The fees associated with the event for which a waiver is being requested are as follows:
Police Department
Labor and equipment costs $3,906.00
Stadium
Usage $2,500.00
Lowering of Net 600.00
Total: $7,006.00
Due to current budget restraints, the Mayor denied the request for waiver of fees. The Phenix
Bookstore/Prescilla Helping Hand, a non-profit organization has requested that this request be placed on the
Council Agenda for action.

your request for waiver of fees regarding the Police Department
enforcement and security at the Coretta Scott King Visits San
Bernardino on October 12, 1997 at the Stampede Stadium.

Subject: Coretta King protection detail, October 12, 1997

On Sunday October 12,1997, Mrs. Coretta Scott King will be the keynote speaker at an
event that will be held in the City of San Bernardino. Also attending this event will be
numerous elected officials, to include a U.S. Congressman; various local civic, business
and community leaders. There will also be local and national media and celebrities in
attendance.
The Police department has been requested to provide dignitary protection for Mrs. King,
the various VIP's in attendance and general security for the event. This will not include
parking lot details or security.
The detail will be handled by the Rapid Deployment Force of the department.
General plan:
Overall command of the event, sites and details are through Lt. Gile who has responsibility
for the Rapid Deployment Force.
The protection unit will consist Lt. Gile, Lt. Aragon (female requested for detail) one
additional officer and two volunteer EMT qualified personnel. This detail will also be
responsible for hotel security, security during the visit to the statue at city hall, and
transport to/from the airport and events.
The site detail will consist of Lt. Farmer, three sergeants and seventeen officers at various
fixed and mobile posts. A portion of this unit will be utilized as high ground or"counter
sniper" teams in the area. The site unit will be responsible for general protection of the

protectee from the area on an emergency basis.

The Site detail will be briefed at the station at approx. 1430 hours and respond to the site
no later than 1500 hours, as the event officially begins at 1600 hours. The protection unit
will brief and respond to the specific pickup location, dependent upon the protectee's
arrival time that is unknown at the submission of this report. One member of the site
detail will be assigned to the coordinator of the event for protection and communication
enhancement.
All units should be secured no later than 2030 hours. There may be an exception to the
protection unit based upon departure times, but cost would be minimal to nil.
Threat analysis will be conducted prior to and during the event by Lts. Gile, Aragon and
Farmer with the assistance of FBI sources and local intelligence resources.
This is a bare minimum security detail for the event and related activities. If possible, this
should be reviewed by Mrs. King's security detail for approval or addendum prior to the
event.
Estimated cost analysis:
Three Sergeants (Squad Leaders) @ $30.38/hr for six hours 546.84
Eighteen Patrol officers @ $21.48/hr for six hours 2319.84
Plus 50% additional overtime costs:
Total personnel estimate: $4300.02

Priscilla's Helping Hands, Inc. (PHH)
(Public and Charitable Organization)
PHH is a community based organization located in Northeast San Bernardino. Within the
past fifteen years, the area has changed from a middle to upper-class Caucasian vicinity to
a low income ethnic neighborhood. Compared to San Bernardino County, the area is
currently over represented by members of various ethnic groups. For example, the 1990
census indicated that the ethnic composition for San Bernardino County is approximately
26% Hispanics, 67% Whites, and 8% Blacks; however,the percentage within PHH target
area(census tract 62.00) are 57 %, 16%and 24%respectively. Because this change in
demographics took place within the last 15 years, county and city services-including
libraries and job bans-available within walking distance are noticeably absent. Due to the
social and economic needs within the community, PHH is committed to the challenge of
meeting the needs of the disenfranchised and disadvantaged individuals that are
homeless, at risk youth, battered women, and single parents
We believe that poverty is casually related to negative psychological well being when
children suffer neglect, emotional abuse, and go to school and to bed hungry. We also
believe that neglect, abuse and hunger not only impact the child and its caregiver,but the
community as well. Therefore, the Community must be involved in the solution. To
address these concerns, PHH has created a strategic planning committee to identify area
of greatest needs within its community, and to develop and implement effective solutions.
To that end, several programs are currently in place including clothes closet, a food
giveaway and a youth mentoring program
Throughout the past four years, PHH operated a weekly clothes closet and food bank
(schedule of operation enclosed). Used and new clothes that are donated are washed (if
previously worn) and are available to women, men, teens and infants at no cost to the
recipients. We have also provided personal items e.g., bath soap, deodoran t, hand lotion,
toothpaste, infant formulator and diapers. We are registered as an outreach service
agency with key organizations such as Child Protective Services. Through our working
relationship with Job Training Programs, we have dressed clients for successful
employment interviews, and these clients have been able to return to the work force. In
addition,the clothing provisions did not stop at the interview session; we also provided
enough clothing and personal items until the recipients received their first paychecks.

These activities have been underwritten entirely through personal and business donations
as well as grants.
An additional component important to this area is temporary shelter and pre-employment
skill development. To that end, we are seeking funds for a residential program to include
and apartment building, ftu-niture, and other household goods. Additionally, a major
aspect of the pre-employment program is computer literacy. Thus,we are seeking
resources to assist with the purchase of an apartment building and/or computers
We would like the opportunity to meet with you or a representative of your organization
to discuss the goals of PHH. And if possible, we would like to submit a formal proposal
to document the services we have in place, and to demonstrate our need for additional
programs to assist the target population.
