Resolution #92-29, ratified on 2-6-92 , expanded this service to include the collection of forensic evidence from rape victims . These services are vital to avoid further traumatization of rape victims, ensure the collection of evidence, enhance the prosecution of suspects, and reduce the "down time" for field police officers . On 5-1-97, Chief Lee Dean received a -fax memorandum from Fay Bastiste Otto, R.N. , President of American Forensic Nurses, Inc . (formerly Western Nurse Specialists, Inc . ) notifying the police department that her company would no longer provide sexual assault examinations for victims of sexual assault effective 5-15-97 . The department was fortunate enough to arrange a temporary agreement with Law Enforcement Medical Services, Inc . to assume sexual assault examinations for victims, without interruption of service, pending the identification of a single vendor to provide all contracted services . Notice Inviting Bids The Police Department and Purchasing developed updated specifications for medical evidence collection services detailed under Specification #F98-13 . On June 19, 1997, Purchasing released a notice inviting bids for these services with the bids due on June 30, 1997 . Three vendors submitted the following responses : Vendor City Bid Price Loma Linda University Loma Linda $47, 000 Medical Center Law Enforcement Medical Rancho Cucamonga $53 , 580 Services, Inc . American Forensic Colton/Palm Springs $77, 310 Nurses, Inc . Upon review and reading of the received bids, Loma Linda University Medical Center was determined to be the lowest responsible bidder. Loma Linda University Medical Center is a state-of-the-art educational training center. '5-0264 Staff Report Page 2 The continuation of contracting with a single vendor for forensic evidence collection is critical for the following reasons : • Consistency of service. • To avoid the potential of police personnel notifying the wrong vendor to respond or having field officers take victims or suspects to the wrong location resulting in wasted time for police officers, further traumatization of victims and the potential loss of evidence . • To reduce the time spent by the Police Department' s budget unit and the Finance Department associated with billings and payments . I therefore recommend ratification of the attached service agreement between the City of San Bernardino and Loma Linda University Medical Center. Upon approval, the Police Department will be obligated to pay the following amounts for the indicated services : $ 18 . 00 per blood withdrawal 15 . 00 per blood draw (dry run) 10 . 00 per urine sample collection 30 . 00 per taser dart removal 300 . 00 per sexual exam (victim) 80 . 00 per sexual assault (suspect) exam At these rates and historical usage, the Department estimates an expense of $33 , 300 for the remainder of FY 1997-98 covering the service agreement . The annual expense is estimated at $47, 000 . Approval of this resolution will supersede all previous agreements in effect with American Forensic Nurses, Inc. (Western Nurses Specialists, Inc . ) and Law Enforcement Medical Services, Inc . who will be given a 30-day notice to terminate their agreements . 1 RESOLUTION NO. 2 RESOLUTION OF THE CITY OF SAN BERNARDINO AWARDING A PURCHASE ORDER TO LOMA LINDA UNIVERSITY MEDICAL CENTER FOR THE COLLECTION 3 OF FORENSIC EVIDENCE FOR THE CITY OF SAN BERNARDINO POLICE DEPARTMENT IN ACCORDANCE WITH BID SPECIFICATION F98-13 . 4 SECTION 1. That Loma Linda University Medical Center is 5 the lowest and best responsible bidder for the collection of 6 forensic evidence in accordance with bid specification F98-13 , 7 with a total estimated annual amount of $33 , 300 for the remainder 8 of FY 1997/98 ; pursuant to this determination, the purchasing 9 manager is hereby authorized and directed to issue a purchase 10 order for the collection of forensic evidence for the City of San 11 Bernardino Police Department ; such award shall only be effective 12 upon the issuance of a purchase order by the purchasing manager; 13 and all other quotations therefore are hereby rejected. 14 SECTION 2 . That the Mayor of San Bernardino is hereby 15 authorized and directed to execute, on behalf of said City, an 16 agreement for providing contract services for collection of 17 forensic evidence, in accordance with the request for 18 qualifications for the total amount of $33 , 300, with Loma Linda 19 University Medical Center. 20 SECTION 3 . The authorization to execute the above 21 referenced purchase order is rescinded if it is not issued within 22 sixty (60) days of the passage of this resolution. 23 24 25 26 27 28 I RESOLUTION OF THE CITY OF SAN BERNARDINO AWARDING A PURCHASE ORDER TO LOMA LINDA UNIVERSITY MEDICAL CENTER FOR THE COLLECTION 2 OF FORENSIC EVIDENCE FOR THE CITY OF SAN BERNARDINO POLICE 3 DEPARTMENT IN ACCORDANCE WITH BID SPECIFICATION F98-13 . 4 SECTION 2 .
