1994 through June 30, 1995, allocating $470,700.
9/5/95 Resolution #95-329 adopted fourth amendment which extended term of agreement through
September 20, 1998.

STAFF REPORT
On September 20, 1993 a resolution was adopted by Council which awarded a contract
to West Coast Arborist, Inc.,(WCA) for tree trimming services. The contract provided
an option to extend the agreement with the concurrence of the City and the Contractor
for a period of one to five years. In May 1995, WCA offered to extend the agreement for
three years in exchange for reduced trimming costs from $53 to $39 and "clearance
pruning" offered at $19.50 per tree. On September 18, 1995 Council authorized a three
year contract to WCA which will remain in effect through September 20, 1998.
This year's contract trimming allocation totals $115,000, a 65%reduction compared to last
year's allocation. In order to maintain our eight year trimming schedule, it is necessary
that the level of trimming be reduced. Generally, cities trim parkway trees every three
to five years. However, a trimming program was implemented in 1993 whereby all city
trees would be trimmed every eight years. City crews respond to citizen emergencies and
safety related requests, allowing WCA to trim block by block where high productivity can
be achieved. Prior to 1993 trees were trimmed only when obstructing vehicles or when
presenting a hazard. Tree trimming is one of the most popular services offered by the
Public Services Department and in consideration of this year's reduced funding, trees will
be "clearance pruned" only. Clearance pruning is a trimming technique which involves
cutting only low hanging branches. This will enable safe vehicular access adjacent to
trees. Trees will not be topped or thinned. It is no longer affordable to provide "full
trimming" and maintain our eight year trimming schedule.
Staff will re-bid annual tree trimming in 1998.
RECOMMENDATION
It is recommended that Council adopt the resolution authorizing the Purchasing Manager
to issue a purchase order in the amount of $115,000.

to malntaLn clearance for vshLCles and pedestrians, trees will be raised only (not shaped, topped or
thLnned) . VLth these revisions the 8 year tree trimming cycle will remain on schedule.
