Synopsis of Previous Commission/Council/Committee Action(s):
12/7/98 On December 7, 1998, the Community Development Commission adopted
Resolution No. 5560 titled: "Resolution . . . amending Resolution No.
4420 (as amended by Resolution Nos. 4852, 5048, 5057, 5356, 5389,
5424, and 5507) entitled in part, "Resolution . . . adopting a Conflict of
Interest Code . . .," by amending Appendix A to add, delete and change
the titles of various positions within the Economic Development Agency of
the City of San Bernardino which must file Conflict of Interest Statements.

STAFF REPORT
On August 10, 2000, the City Clerk sent notice to the Economic Development Agency
requesting that the Agency review and update its Conflict of Interest Code, noting that
any amendments must be submitted to the Community Development Commission for
approval prior to the end of the year.
We submitted the proposed changes, noting title changes and positions that have been
added or deleted since the last amendment was approved in December 1998. These
changes have been reviewed by Senior Assistant City Attorney Huston Carlyle and City
Clerk Rachel G. Clark and they have prepared the necessary amendment as reflected
in Appendix A of the attached resolution.

9 THE COMMUNITY DEVELOPMENT COMMISSION ACTING ON BEHALF OF
THE ECONOMIC DEVELOPMENT AGENCY OF THE CITY OF SAN BERNARDINO
10 DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
11 SECTION 1. Appendix A of Community Development Commission Resolution No.
12
4420, as amended by Resolution Nos. 4852, 5048, 5057, 5356, 5389, 5424, 5507 and 5560, is

14 further amended by deleting therefrom Appendix A and by substituting therefor a revised
15 Appendix A as attached hereto and incorporated herein by reference.
16 SECTION 2. The findings and determinations herein shall be final and conclusive.
17 This resolution shall take effect upon the date of its adoption.

19 I HEREBY CERTIFY that the foregoing resolution was duly adopted by the
20 Community Development Commission of the City of San Bernardino at a Joint Regular
21 meeting thereof, held on the 18th day of December 2000, by the following

Consultant
Consultants shall be included in the list of designated employees
and shall disclose pursuant to the broadest disclosure category in the
code subject to the following limitation:
The Mayor may determine in writing that a particular consultant,
although a "designated position," is hired to perform a range of duties
that is limited in scope and thus is not required to fully comply with the
disclosure requirements described in this section. Such written
determination shall include a description of the consultant's duties and,
based upon that description, a statement of the extent of disclosure
requirements. The Mayor's determination is a public record and shall be
retained for public inspection in the same manner and location as this
conflict of interest code.

DISCLOSURE CATEGORIES
STATEMENT OF ECONOMIC INTERESTS
Disclosure Category 1: Investments in which you, your spouse, or
(Schedule A-1) your dependent children had a direct, indirect,
or beneficial interest aggregating $1000 or
more, if ownership interest is less than 10
percent.
Disclosure Category 2: Investments, Income/Loans, Real Property and
(Schedule A-2) Assets of Business Entities/Trusts (ownership
interest is 10 percent or greater).
Disclosure Category 3: Interests in real property located within the
(Schedule B) jurisdiction of the City of San Bernardino in
which you, your spouse, or your dependent
children had a direct, indirect, or beneficial
interest aggregating $1000 or more during the
reporting period; rental income and loans.
Disclosure Category 4: Gross income and your community property
(Schedule C) interest in your spouse's gross income
aggregating $250 or more received from any
source located in or doing business within the
jurisdiction of the City of San Bernardino; and,
job title or business position you held with a
business entity (director, officer, partner,
trustee, employee, or any management
position) during the reporting period.
Disclosure Category 5: Loans received or outstanding during the
(Schedule D) reporting period which aggregate $250 or more
from a single source located in or doing
business within the jurisdiction of the City of
San Bernardino.
Disclosure Category 6: Gifts, if reportable, if fair market value is $50
(Schedule E) or more.
Disclosure Category 7: Travel payments, advances and
(Schedule F) reimbursements.
