Description) Finance: Council Notes: 12-04-00 Agenda Item No. 7 CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION Staff Report Subject: Resolution of the Mayor and Common Council of the City of San Bernardino establishing the San Bernardino Garden Collaborative Food Policy Council to formulate and recommend long- term food policies to promote food security in the City of San Bernardino. Background: On February 7, 2000, the Mayor and Council approved Resolution 2000-23 authorizing the Director of Parks, Recreation and Community Services Department to apply for and administer a grant in the amount of$25,000 from California Healthy Cities and Communities and Food for All. The grant establishes The San Bernardino Garden Collaborative to promote improved family nutrition to under-served San Bernardino residents. The term of the grant is from February 1, 2000 through January 31, 2001. The goal of the San Bernardino Garden Collaborative Project is to enhance the quality of life for San Bernardino residents in low-income areas by: 1) incorporating a school garden program into three local elementary schools; 2) providing nutrition and food production education to community members to increase the healthy eating habits of the participants; and 3) creating a community food policy council that will formulate and recommend at least one new policy promoting food security in San Bernardino. As of July 1, 2000, three local elementary schools (Lytle Creek, Monterey, and Roosevelt) now have full-fledged community/school gardens each with its own master gardener and garden curriculum in place. Objective two, targeting education to community members is ongoing with weekend seminars taking place at schools,parks, and recreation facilities. Objective three, establishment of a food policy council, was a condition for the city to qualify for the maximum $25,000 grant amount. The grant contract states: "A project must convene within 18 months, an ongoing Food Policy Council or similar body, to develop and oversee long-term food policies. The council should be representative of the community it intends to serve." Members of the Food Policy Council will be appointed by the Mayor, and will come from groups that are involved with promoting food security for low-income residents such as: Anti-Hunger Advocates &Emergency Food Providers Health Professionals, Advocates, Educators and Parents Religious Organizations Neighborhood or Community Organizations Community Development Institutions Community Gardeners Farmers &Farmer's Market Stand Operators Sustainable Agriculture Interests Environmentalists Food Retailers &Food Processing Industry Representatives Labor Organizations Public Transportation Entities Representatives of Local Government Departments Elected Officials At-Large Representatives Objectives of the Food Policy Council will be to promote policies related to food security for city residents, expansion of the school gardens, exploration of funding possibilities to promote sustainability of the San Bernardino Garden Collaborative, and development and implementation of projects, and programs that would promote food security in the City of San Bernardino. Financial Impact: Staff support costs associated with the formulation and functioning of the Food Policy Council will be covered by the Parks, Recreation and Community Services and Public Services Department's Budgets. There will be no additional financial impact to the City. Recommendation: Adopt Resolution 12-04-00 dlb CZP%7 1 RESOLUTION NO.' - 2 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF 3 SAN BERNARDINO ESTABLISHING THE SAN BERNARDINO GARDEN COLLABORATIVE FOOD POLICY COUNCIL TO FORMULATE AND 4 RECOMMEND LONG-TERM FOOD POLICIES TO PROMOTE FOOD SECURITY IN THE CITY OF SAN BERNARDINO. 5 6 WHEREAS, on February 7, 2000 the Mayor and Common Council approved Resolution 7 No. 2000-23 authorizing the Director of Parks, Recreation and Community Services Department 8 9 to apply for and administer a grant in the amount of$25,000 from California Healthy Cities and 10 Communities and Food for All; and 11 WHEREAS, the aforementioned grant establishes the San Bernardino Garden 12 Collaborative to promote improved family nutrition to under-served City of San Bernardino 13 residents; and 14 WHEREAS, the goal of the San Bernardino Garden Collaborative Project is to enhance 15 the quality of life for San Bernardino residents in low-income areas by, among other things, the 16 17 creation of a community food policy council that will formulate and recommend to the Mayor 18 and Common Council at least one new policy promoting food security in the City of San 19 Bernardino; and 20 WHEREAS, the community food policy council should be representative for the 21 community it intends to serve for the purposes of promoting policies related to food security for 22 city residents, expanding elementary school gardens, exploring possibilities of funding 23 24 mechanisms to promote the sustainability of the San Bernardino Garden Collaborative, and 25 developing and implementing projects and programs that will promote food security in the City 26 of San Bernardino. 27 28 1 1 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO ESTABLISHING THE SAN BERNARDINO GARDEN 2 COLLABORATIVE FOOD POLICY COUNCIL TO FORMULATE AND 3 RECOMMEND LONG-TERM FOOD POLICIES TO PROMOTE FOOD SECURITY IN THE CITY OF SAN BERNARDINO. 4 5 NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON 6 COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: 7 SECTION 1. There is hereby created the San Bernardino Garden Collaborative Food 8 9 Policy Council ("Food Policy Council") which shall consist of fifteen (15) members, each 10 appointed by the Mayor, with the approval of the Common Council, and each serving at the 11 Pleasure of the Mayor and Common Council. 12 SECTION 2. Members of the Food Policy Council shall come from and represent 13 groups that are involved with promoting food security for low-income residents in the City of 14 San Bernardino, including but not necessarily limited to such groups as: 15 Anti-Hunger Advocates & Emergency Food Providers 16 Health Professionals, Advocates, Educators and Parents 17 Religious Organizations Neighborhood or Community Organizations 18 Community Development Institutions Community Gardeners 19 Farmers & Farmer's Market Stand Operators 20 Sustainable Agriculture Interests Environmentalists 21 Food Retailers & Food Processing Industry Representatives Labor Organizations 22 Public Transportation Entities 23 Representatives of Local Government Departments Elected Officials 24 At-Large Representatives 25 SECTION 3. The Food Policy Council shall: 26 A. Actively seek advice from community councils on nutrition and health 6 hunger advocacy organizations, the San Bernardino Unified School District, elected officials and 7 the general public for the purpose of making recommendations to the Mayor and Common 8 Council on issues of concern regarding food security. 9 10 C. Explore alternative funding possibilities to promote sustainability of the 11 San Bernardino Garden Collaborative, and the development and implementation of projects and 12 programs that would promote food security in the City of San Bernardino. 13 D.
