Description) Pavement Rehab. - Various Locations Finance: f2( , Council Notes: Agenda Item No. CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION Staff Report Subject: Resolution awarding contract to Bond Blacktop, Inc. for slurry sealing of various streets, Phase X, per Plan No. 10126. Background: Each year an allocation is made in the 126 Gas Tax Fund and in the 129 '/a-cent Sales Tax Fund for the rehabilitation of various streets within the community. In a joint effort, the Departments of Development Services and Public Services recommended streets for rehabilitation. Factors considered are traffic volumes, condition of streets, construction method to be used, service life of pavement, improvements to be realized with the rehabilitation method and availability of funding. The areas selected for this phase of the project include the two residential areas shown in Exhibit "A". The first area is located north of the 1-30 Freeway to 40`' Street and east of Waterman Avenue to Harrison Street. The second area is located north of Kendall Drive to Verdemont Avenue and east of Palm Avenue to Ventura Avenue. The Departments of Development Services and Public Services have reviewed the streets shown in Exhibit "A" and have determined that significant useful life remains for this pavement, provided restoration and rehabilitation is completed in the near future. These streets have been rated "average" under the City's rating system and, therefor, will benefit from this process. These areas and the streets within them meet the criteria established for the slurry seal program. Considering the condition of the existing streets, the life cycle analysis shows that slurry seal is the most appropriate and cost effective method of restoring these streets and extending their useful life. Plans and specifications for this project are complete and ready to be awarded. This project consists of sealing cracks, grinding raised areas smooth, cleaning the street and then applying a slurry seal that restores and seals the street against moisture. The estimated project costs are as follows: Construction Cost $419,190.50 Design, Contract Administration & Inspection (10% +/-) $ 65,009.50 Contingencies (14% +/-) $ 65,800.00 Total Project Cost $550,000.00 Staff Report - continued This project was advertised locally; the following companies responded, the lowest bidder is in bold type: Name of Bidder City Amount of Bid Bond Blacktop, Inc. La Habra $610,370.63 Financial Impact: All costs incurred for this project will be charged to the $115,600 allocated in Account No. 126-369-5504-7187 (Citywide pavement rehabilitation) and $434,400 from Account No. 129- 367-5504-7191 (Citywide pavement rehabilitation) as allocated in the 2000/01 CIP. A total of $665,600 was budgeted for slurry seal replacement in the 00/01 budget; however, should the Council approve the cooperative agreement for the Pepper Avenue extension, a portion of the remaining balance will be used to fund that project. Recommendation: That the Mayor and Common Council adopt the attached resolution awarding a contract to Bond Blacktop, Inc. for Slurry Sealing of Various Streets, Phase X. I RESOLUTION NO. 2 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN 3 BERNARDINO AWARDING A CONTRACT TO BOND BLACKTOP, INC. FOR SLURRY SEALING OF VARIOUS STREETS, PHASE X, PER PLAN NO. 10126. 4 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY 5 OF SAN BERNARDINO AS FOLLOWS: 6 SECTION 1. Bond Blacktop, Inc. is the lowest responsible bidder for Slurry Sealing of 7 Various Streets, Phase X, per Plan No.10126. A contract is awarded accordingly to said 8 9 bidder in a total amount of $419,190.50 with the contingency amount of $65,800.00 but such 10 award shall be effective only upon being fully executed by both parties. All other bids, 11 therefore, are hereby rejected. The Mayor is hereby authorized and directed to execute said 12 contract on behalf of the City; a copy of the contract is on file in the office of the City Clerk 13 and incorporated herein by reference as fully as though set forth at length. 14 15 SECTION 2. This contract and any amendment or modifications thereto shall not take 16 effect or become operative until fully signed and executed by the parties and no party shall be 17 obligated hereunder until the time of such full execution. No oral agreements, amendments, 18 modifications or waivers are intended or authorized and shall not be implied from any act or 19 course of conduct of any party. 20 21 SECTION 3.
