Thank you ESR/dp attachment µ• n POSITION JUSTIFICATIONS The following are justifications for classified appointments, promotions and other personnel actions to be reviewed by the Mayor and Common Council at the December 18, 2000 Council meeting. CLASSIFIED GENERALFUND 1. Associate Planner (McCoy. Michael) —Appointment DEVELOPMENT SERVICES The Associate Planner is a professional, journey-level position responsible for processing various development projects and providing service to the public. Filling this position will help the Planning Division to process development applications in a more timely manner and assist in meeting the goals established by the Mayor and Common Council. 2. Plan Checker (Lovnaseth, Arne) —Appointment DEVELOPMENT SERVICES This is an existing position that was vacated due to a transfer. The Plan Checker position is an essential position in the processing of plans and building permits at the department's busy public counter. The position provides direct assistance to members of the public including homeowners, contractors, developers, architects and engineers. This position reviews plans for proposed construction projects to determine compliance with State Building Codes and local building ordinances, thus insuring that projects are designed to meet minimum health, fire and life safety standards. The position is funded through the collection of fees for plan check services. The filling of this position is necessary to enable us to meet the service demands created by development activity in our community. Inadequate staffing will result in delays and problems for builders. Builders have an expectation that they will receive timely service during the plan review and permit issuance process. Delays in obtaining permits result in disruption to the builders' construction schedules, increased costs, and frustration and ill will towards the City. The candidate, Arne Lovnaseth, is a California-licensed architect who has been in private practice for the past thirteen years. In addition, he is certified as a Plans Examiner by the International Conference of Building Officials. #7 12/18/00 3. Environmental Proiects Assistant (Sanchez, Olivia) —Appointment PUBLIC SERVICES The Environmental Project Assistant position has been vacant since May 2000. This position supports the Department's Waste Tire Grant Program that is funded through the California Integrated Waste Management Board and assists on a variety of programs, including Healthy Cities and Blight Buster. The position contributes towards the City's goal of a reduction in blight by performing compliance audits of the approximately 80 tire vendors in the City to ensure that tires are not stockpiled or disposed of illegally. #7 12/18/00
