BACKGROUND The Public Services Department, Sewer Maintenance Division maintains approximately 500 miles of sanitary sewer within the City, as well as responding to blocked sewer lines and overflows. The City wastewater collection maintenance operation currently has a self propelled video camera system that is used to inspect underground sewer lines for condition, obstructions and effectiveness of cleaning operations. This camera system was purchased about eleven years ago. The City uses the under- ground camera system as an aid in preventing Sanitary Sewer Overflows (SSO) and is also used in maintaining approximately fifty(50) miles of storm drains within the City. Staff has the ability to see inside the sewer pipes and storm drains by remotely driving the camera from a manhole through the sewer line to take a close up look at roots, cracks, obstructions, deposits and damage. This helps to determine the physical condition of the pipes, locate the reasons for SSO's,the exact location of a problem and what repairs need to be completed in order to prevent reoccurrence. Pending EPA legislation will require more intensive evaluation and documentation of the current conditions of the sewer system.Use of the underground camera system will assist in complying with EPA requirements. The new sewer camera system requested replaces the existing camera system and is state of the art. The new system has significantly increased capabilities and effectiveness. The system proposed has higher sensitivity to light, higher intensity of lighting, and has a more controllable tractor drive system. The system consists of a camera with a lighting system,remote controlled transporter, cable reel system, data display system with onboard computer, and software for field documentation of findings. The bid includes installation,trade in value for the existing system, and training of the crews. ANALYSIS Bid packages were sent to four vendors and the San Bernardino Chamber of Commerce and notice inviting bids was posted on the City's Web page and published in The Sun with a bid opening date of February 24,2000. Bids were received from four companies on RFQ Q00-34 and the results are as follows: VENDOR LOCATION BID UEMSI Rancho Cordova, CA. $32,698.06 CUES Inc. Orlando,Florida $34,542.50 3T EQUIPMENT Petaluma, CA. $34,562.32 PEARPOINT Thousand Palms,CA $70,235.76 The cost and technical specifications of all bids were reviewed and the low bid from LTEMSI - California substantially meets or exceeds all items called for in the specifications. FINANCIAL IMPACT Funds for this purchase are contained in the Fiscal Year `99/2000 Sewer Maintenance account in the amount of$36,000. RECOMMENDATION It is recommended that the Mayor and Common Council authorize the Purchasing Manager to issue a purchase order for the amount of$32,698.06 to LTEMSI for purchase of a new sewer Video System. COPY 1 Resolution No. 2 RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING THE 3 EXECUTION OF A PURCHASE ORDER TO UEMSI FOR ONE (1) SEWER VIDEO CAMERA SYSTEM TO BE UTILIZED BY THE SEWER MAINTENANCE DIVISION 4 OF THE PUBLIC SERVICES DEPARTMENT. 5 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE 6 CITY OF SAN BERNARDINO AS FOLLOWS: 7 SECTION 1. That UEMSI is the lowest and best responsible bidder for the furnishing 8 of one (1) Sewer Video Camera System as in accordance with Bid Specification RFQ-Q-0034 for 9 the total amount of$32,698.06; pursuant to this determination,the Purchasing Manager is hereby 10 authorized and directed to issue a purchase order for said one (1) Sewer Video Camera System; 11 such award shall only be effective upon issuance of a Purchase Order by the Purchasing Manager; 12 13 and all other quotations therefor are hereby rejected. 14 SECTION 2.
