Background: The Traffic Engineering Section received a request from the manager of the two apartment complexes located across the street from each other on Guthrie Street between 20th Street and Highland Avenue. The manager is making this request in order to resolve some crime-related problems within this area. Motorists, usually non-residents, are often parking in front of these apartments on Guthrie Street, loitering and causing other problems. The apartment complexes and a shopping plaza that extends from Highland Avenue to approximately three hundred (300) feet south of Highland Avenue are the only properties that front Guthrie Street within this area. The shopping plaza provides ample off-street parking for their employees and patrons. Since these are not traffic safety-related issues, staff sought input from the Police Department relative to this request. The local Community Service Office of the Police Department supports this request and feels that implementation of a "no parking" zone will help in abating crime in the area. Since the Police Department and the manager of the apartment complexes concur with the "no parking"zone, staff recommends that it be approved. The Traffic Safety Committee evaluated this issue at their meeting of March 8, 2000. The Committee concurred with the findings of staff in recommending that parking be prohibited on Guthrie Street between 20th Street and Highland Avenue. Financial Impact: The estimated cost of $1000.00 for installing the new signs will come from General Fund Account No. 001-307-5111 (Signing and Striping Materials). This action is considered routine and there will be no major impact to the account. Recommendation: Adopt Resolution establishing a "No Parking Any Time" zone on Guthrie Street between 20th Street and Highland Avenue.
