No.) 001-307-5111 (Acct Description) Signing & Striping Materials r Finance: �// /I X, Council Notes: Agenda Item No. CITY OF SAN BERNARDINO — REQUEST FOR COUNCIL ACTION STAFF REPORT Subject: Authorization to prohibit parking from 5:00 P.M. to 5:00 A.M. on both sides of 17th Street between Sepulveda Avenue and Belle Street. Background: The Traffic Engineering Section received a request from the Police Department to prohibit parking in front of the apartment complexes located on 17th Street from one-hundred sixty (160) l e,east of Sepulveda Avenue to Belle Street. This area consists of two separate apartment complexes located across the street from each other. The complex on the south side is exclusively for senior citizens, while the one on the north side does not have this restriction. The residents complain that illegal activities, such as drug dealing, drinking, loitering, and playing loud music take place while parking on the street. The Police Department feels that prohibiting parking will help provide better enforcement in the area. The managers of the apartment complexes concur with the Police Department and have expressed their support for the "no parking" zones. Aside from the two apartment complexes, there are two homes within this area. These are located on the southeast and northeast corners of 17th Street and Sepulveda Avenue. Contact was established with the residents of these homes and both agree that the restrictions should extend to the areas in front of their properties. Not being able to park on 17th Street overnight is not a concern since they will still be able to park on Sepulveda Avenue. Since the Police Department, the managers of the apartment complexes, and the residents of the homes agree with the "no overnight parking" zone, staff recommends that the request be approved. The Traffic Safety Committee evaluated this issue at their March 8, 2000 meeting. The Committee generally concurred with the findings and recommendations of staff, however, since the problems in this area are more prevalent during the night, the Committee suggested that parking be prohibited overnight only; this was acceptable to the Police Department. Consequently, the Committee recommended that parking be prohibited from 5:00 P.M. to 5:00 A. M. on 17th Street between Sepulveda Avenue and Belle Street. Financial Impact: The estimated cost of S 1000for installing the new signs will come from General Fund Account No. 001-307-5111 (Signing and Striping Materials). This action is considered routine and there will be no major impact to the account. AND 5:00 5 A.M. ON SEVENTEENTH STREET BETWEEN SEPULVEDA AVENUE AND BELLE STREET. 6 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN 7 BERNARDINO AS FOLLOWS: 8 SECTION 1: Resolution No. 3985, which prohibits parking upon certain 9 designated streets or portions thereof, Section One, is amended by adding Subsection (27.25) 10 SEVENTEENTH STREET to read as follows: 11 12 (27.25) SEVENTEENTH STREET 13 (A) Between Sepulveda Avenue and Belle Street (Both sides), Applicable 14 between the hours of 5:00 P.M. and 5:00 A.M." 15 16 17 18 19 20 21 22 23 24 25 26 27 28 40 RESO:AMENDING RESOLUTION 3985 AUTHORIZING THE IMPLEMENTATION OF A 1 NO PARKING BETWEEN THE HOURS OF 5:00 P.M.
