STAFF REPORT
Subject:
Authorization to establish a "No Parking Any Time" zone on the west side of Pepper Avenue
between Rialto Avenue and seven hundred (700) feet north of Rialto Avenue.
Background:
The Traffic Engineering Section received a request to prohibit parking on the west side of Pepper
Avenue north of Rialto Avenue. The request came from a tenant and the manager of the mobile
home park located on the northwest corner of Pepper Avenue and Rialto Avenue. The requestors
complain that large commercial trucks constantly park adjacent to a driveway for the mobile
home Park which is located on Pepper Avenue approximately 150 feet north of Rialto Avenue.
This obstructs the view of motorists attempting to exit the mobile home Park onto Pepper
Avenue, which is a very busy street. Traffic volumes on Pepper Avenue are approximately
15,000 vehicles per day in this area.
Staff surveyed and evaluated the request and concurs with the requestors. Several trucks have
been observed parking along the referenced area after hours and on weekends. The east side of
Pepper Avenue is already posted with a"no parking"zone.
To resolve this situation, staff recommends that parking be prohibited along the west side of
Pepper Avenue between Rialto Avenue and seven hundred (700) feet north of Rialto Avenue.
The mobile home Park provides sufficient off-street parking for their residents and visitors, and
they will not be affected by the recommended parking prohibition.
The Traffic Safety Committee evaluated this issue at their March 8, 2000 meeting. The
Committee concurred with staff and recommended that the"no parking"zone be approved.
Financial Impact:
The estimated cost of$800.00 for installing the new signs will come from General Fund Account
No. 001-307-5111 (Signing and Striping Materials). This action is considered routine and there
will be no major impact to the account.
Recommendation:
Adopt Resolution establishing a "No Parking Any Time" zone on the west side of Pepper
Avenue between Rialto Avenue and seven hundred(700) feet north of Rialto Avenue.

4 NO. 3985 ENTITLED, IN PART, "A RESOLUTION...PROHIBITING PARKING UPON
CERTAIN DESIGNATED STREETS, ALLEYS, OR PORTIONS THEREOF..." TO
5 ESTABLISH A NO PARKING ANY TIME ZONE ON PEPPER AVENUE BETWEEN
RIALTO AVENUE AND SEVEN-HUNDRED FEET NORTH OF RIALTO AVENUE.

7 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
BERNARDINO AS FOLLOWS:

SECTION 1: Resolution No. 3985, which prohibits parking upon certain
9
10 designated streets or portions thereof, Section One, Subsection (25.5) Pepper Avenue, is
11 amended by amending Subsection (B) to read as follows:
