RE: Resolution of the Mayor and Common Council of the City of San Bernardino
Supporting Executive Order 2000-1 Concerning Rave Parties, Hip Hop
Parties, and Similar Events, Activities, and Dances
BACKGROUND INFORMATION:
On April 26, 2000, the Mayor issued Executive Order 2000-1 (copy attached) concerning the
cancellation of rave parties, hip-hop parties and similar events, activities and dances at all
city-owned parks and all other city owned, operated and/or supervised facilities.
The Mayor took this action as a result of various acts of violence and unlawfulness that have
occurred during and associated with Rave parties, Hip-Hop parties and similar events,
activities and dances.
The Members of the City Council have expressed their support of the action taken by the
Mayor and wish to go officially on record in support of Executive Order 2000-1 by adopting
the attached Resolution.

ALL CITY OWNED PARKS AND ALL OTHER CITY OWNED,
OPERATED AND/OR SUPERVISED FACILITIES

Various acts of violence and unlawfulness have occurred during and associated with Rave parties-
Hip-Hop parties and similar events, activities and dances, most notably the recent shooting
associated with a so called "Spring Luau" at the Boys Club.
From the recurring frequency of such acts of violence and unlawfulness, it appears that an integral
component of Rave parties, Hip-Hop parties and similar events, activities and dances is the creation
of a hazardous condition which threatens the participants, spectators, staff, facility, equipment or
building.
The Charter of the City of San Bernardino (Article IV, Sec. 50) designates the Mayor as the Chief
Executive Officer of the City having general supervision over all departments and public institutions
of the City and the Mayor"shall take all proper measures for the preservation of public order."
In my capacity as Mayor of this City and by this Executive Order, I hereby:
(1) Direct all Department Heads to refuse to approve or authorize any requests
or applications for any Rave parties, Hip-Hop parties or similar events,
activities and dances at all City owned parks and all other City owned,
operated and/or supervised facilities.
(2) Direct all Department Heads to immediately terminate any agreements and
cancel any events which have been scheduled for any City owned parks and
all other City owned, operated and/or supervised facilities which are Rave
parties,Hip-Hop parties or similar events, activities and dances.

5 WHEREAS, the frequency of rave parties, hip-hop parties, and similar events has
increased exponentially in recent years; and
6
WHEREAS, these all-night events are a magnet for individuals involved with illegal
7 drug use, underage drinking, violence, and other unlawful activities; and
8 WHEREAS, rave parties, hip-hop parties, and similar events are proven breeding
9 grounds for activities hazardous to the youth that participate, the communities surrounding the
10 venues, and society at large; and
WHEREAS, though these events are harmful in many ways, it is recognized that youth
11 must be provided with safe opportunities to enjoy music and dancing under appropriate adult
12 supervision; and
13 WHEREAS, Mayor Judith Valles has issued Executive Order 2000-1, directing
Department Heads to cancel any rave parties, hip-hop parties, and similar events scheduled to
14 be held in City-owned, operated, and/or supervised facilities, and to refuse to approve or
15 authorize any requests or applications for these dangerous activities;
16 NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON
COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS:

18 The Common Council expresses its support for Executive Order 2000-1, and
19 joins with Mayor Valles' decision in prohibiting the use of City-owned facilities for rave
20 parties, hip-hop parties, or similar events, activities, and dances.
21 2. The Mayor and Common Council call upon the owners and operators of the
22 City's privately-owned concert and party venues, as responsible and caring civic leaders, to
23 follow the Mayor and Council's leadership and immediately prohibit the use of their facilities
24
for these dangerous events.

26 1 Recognizing the need to provide alternatives to these destructive activities, the
27 Mayor and Common Council call upon local schools, non-profit organizations, service clubs,

4 and faith communities to partner with the City to provide safe and enjoyable events for local

6 youth that encourage a positive, drug-free lifestyle.
7 I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the Mayor

and Common Council of the City of San Bernardino at a meeting thereof, held on the
9
