Council Notes: Agenda Item No. CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION Staff Report SUBJECT Resolution of the Mayor and Common Council of the City of San Bernardino authorizing the execution of a purchase order to the City of Corona for six used police motorcycles for the Police Department Traffic Division. BACKGROUND The vehicles to be replaced have surpassed their economic life and have become an economic burden to maintain. The current fleet includes six motorcycles that have an average of 46,000 miles. The motorcycles to be purchased were made available from the City of Corona because their city has converted their motorcycle fleet to the BMW models. The purchase will include the full police emergency lighting & siren package including radio consoles and transmitter housing boxes. The approximate cost of a new Police motorcycle including all lighting, siren &radio equipment is $12,000. This purchase is for a total of$33,000.00 . That's an average of$5,500 per unit. This is a substantial saving to the City. The units have been inspected by the department representative with the City Garage motorcycle mechanic and have been found to be well maintained with supportive service records. Three of the six are like-new with very low mileage. The cost is low because it is purchase of all six units as a package. This purchase will replace the old used stock and will not add to the existing fleet. Unit# Year Model Approx. This will be a government to government transaction not requiring a bid procedure. San Bernardino Municipal Code § 3.04.010 paragraph B.1. allows this exemption from the purchasing procedure: "Purchases from, or sales to a government or governmental agency, or through any advantageous governmental contract approved by the Council, or to the purchase of election supplies, or to purchases and/or services or services contracts related to litigation or prosecution or investigations thereof, or to purchases and/or services or service contracts related to fire or police investigations, or to the purchases and/or services or service contracts related to board up or demolition of buildings or structures". FINANCIAL IMPACT Funds for this purchase are contained in the Fiscal Year"99/2000 Motor Vehicle Fund. The balance in the fund includes money identified for the purchase of two (2)new Police Motorcycles. The purchase of these two were delayed due to the knowledge of the City of Corona's intent to sell all of their fleet at a substantially reduced cost. The balance in the fund is not committed for the purchase of any other vehicles for the remainder of this fiscal year. RECOMMENDATION Adopt resolution ° � 1 RES 0 NO. 2 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AUTHORIZING THE EXECUTION OF A PURCHASE 3 ORDER TO THE CITY OF CORONA FOR SIX USED POLICE MOTORCYCLES 4 FOR THE POLICE DEPARTMENT TRAFFIC DIVISION. 5 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: 6 7 SECTION 1. That the City of Corona has offered for sale six (6) used Kawasaki 8 Model KZ1000 police motorcycles meeting specifications for use as traffic enforcement 9 vehicles for the City of San Bernardino Police Department. The purchase is allowed by San 10 Bernardino Municipal Code § 3.04.010 paragraph B.1. as a purchase from another government 11 agency. The City of Corona accepted the bid p presented by the San Bernardino Police 12 Department in the amount of $33,000.00. Pursuant to this determination, the Purchasing 13 14 Manager is hereby authorized and directed to issue a purchase order for the six motorcycles to 15 the City of Corona. 16 SECTION 2.
