Council Minutes. MOTION: That the minutes of the following meetings of the Mayor and Common Council/Cornmunity Development Commission of the City of San Bernardino, be approved as submitted in typewritten form: March 20, 2000 (Distributed on 4/24/00) April 3, 2000 (Distributed on 4/24/00) 7. Item Deleted. 8. Personnel Actions. (See Attached) MOTION: That the personnel actions as submitted by the Chief Examiner dated April 26, 2000, in accordance with Civil Service rules and Personnel policies adopted by the Mayor and Common Council of the City of San Bernardino, be approved and ratified. Code Compliance LAID OVER FROM APRIL 17, 2000 9. An ordinance of the City of San Bernardino adding Section 10.16.250 to the San Bernardino Municipal Code relating to parking vehicles on unpaved parcels of real property. FINAL READING (Backup material was distributed on April 3, 2000, Item No. 20; Item was continued to April 17, 2000, Item No. 35.) MOTION: That said ordinance be adopted. Development Services 10. Resolution of the Mayor and Common Council of the City of San Bernardino awarding a contract to Trautwein Construction for repair of failed box culverts at various locations per Plan No. 9975. (See Attached) (Cost to the City - $49,000 from the Storm Drain Construction Fund.) All Wards MOTION: That said resolution be adopted. 4 5/1/2000 11. Resolution of the Mayor and Common Council of the City of San Bernardino awarding a contract to J. Cardenas Construction for construction of sidewalks and disabled access ramps at various locations, per Plan No. 10020. (See Attached) (Cost to the City -- $50,000 from the Gas Tax Fund.) Ward 7 MOTION: That said resolution be adopted; and that the Director of Finance be authorized to amend the FY 1999/2000 budget and transfer $30,000 from 126-369-5504-7119 (Repair Box Culverts) to 126-369-5504-7149 (Disabled Access Ramps - Citywide). 12. Resolution of the City of San Bernardino amending Resolution No. 1999-299 by amending the grantee as shown on Exhibit "B" of said resolution and that the Mayor be authorized to execute an amended grant deed for sale of City property located on the northwest corner of University Parkway and Kendall Drive in said City. (See Attached) (No cost to the City.) Ward 5 MOTION: That said resolution be adopted. Finance 13. Resolution authorizing and approving the borrowing of funds for Fiscal Year 2000-2001; the issuance and sale of a 2000-2001 Tax and Revenue Anticipation Note therefor and participation in the California Communities Cash Flow Financing Program. (See Attached) (No cost to the City -- $123,000 estimated net earnings to the General Fund.) MOTION: That said resolution be adopted. Fire LAID OVER FROM APRIL 17, 2000 14. An ordinance of the City of San Bernardino amending Chapter 8.60 and Chapter 8.63 of the San Bernardino Municipal Code relating to fireworks, explosives and fires. Resolution of the Mayor and Common Council of the City of San Bernardino authorizing the execution of an agreement for services with Glen Helen Raceway Park. (See Attached) (No cost to the City.) (Resolution not available at time of printing.) Ward 5 MOTION: That said resolution be adopted. 16. Resolution of the Mayor and Common Council of the City of San Bernardino authorizing the execution of an agreement with GASKA Inc. to lease certain real property for the Area `D' Community Service Office and repealing Resolution No. 91-268. (See Attached) (Cost to the City -- $25,000 from the Federal and State Programs Fund for tenant improvements, and $5 from the General Fund for the five-year lease.) Ward 2 MOTION: That said resolution be adopted. 17. Resolution of the Mayor and Common Council of the City of San. Bernardino authorizing the execution of a purchase order to the City of Corona for six used police motorcycles for t1le Police Department Traffic Division. (See Attached) (Cost to the City — $33,000 from the Motor Pool Fund.) MOTION: That said resolution be adopted. 18. Resolution of the City of San Bernardino accepting a California Law Enforcement Technology Equipment Purchase (CLETEP) grant, from the Office of Criminal Justice Planning (OCJP) and awarding a contract to Mattman Company of Escondido, CA for the construction of a mobile community service center" vehicle in an amount not to exceed $242,042.91. (See Attached) (Cost to the City -- $7,200 estimated for fuel costs annually for first five years; no cost to the City for purchase of the vehicle -- $242,042.91 from State and Federal grant funding.) MOTION: That said resolution be adopted. 6 5/1/2000 Public Services 19. Resolution authorizing an increase in the annual purchase orders to McCray Enterprises, P & S Truck Supply, Inc., and Rush Truck Centers of California for State mandated preventive maintenance inspections and repair of the City's heavy truck fleet. (See : Attached) (Cost to the City -- $44,000 from the Motor Pool Fund.) MOTION: That the Director of Finance be authorized to amend FY 1999/2000 Budget and appropriate $44,000 from the Fleet Fund's Unappropriated/Undesignated fund balance for outside vehicle maintenance (635-341- 5173); and that said resolution be adopted. Authorize staff to proceed with formation of a landscape maintenance assessment district in the Waterman Avenue and, Washington Street area (Tentative Tract Nos. 15826 & 15991). MOTION: That the Director of Development Services and the City Clerk be authorized to proceed under San Bernardino Municipal Code 12.90, with the establishment of a. landscape maintenance assessment district. in the Waterman Avenue and Washington Street area, within Tentative Tract Nos. 15826 & 15991, to be known as Assessment District No. 1027. CONTINUED FROM APRIL 17, 2000 22. Termination of Contract and Release of Contract Bonds for Convenience - installation of street trees along Highland. Avenue from "E" Street to Waterman Avenue (Colarossi Construction) per Plan No. 9845. Authorize execution of Change Order No. 1 - Holland-Lowe Construction, Inc. - rehabilitation of pavement on Highland Avenue - Route 2590 to Waterman Avenue, per Plan No. 9996. Wards 2 & 7 MOTION: That Contract Change Order No. One with Holland- Lowe Construction, Inc., be approved for trenching, backfilling, restoration of pavement, and installation of irrigation system for a total Change Order amount of $57,928, increasing the contract total from $376,101.90 to $434,029.90. Public hearing - General Plan Amendment No. 99-03 - City- initiated proposal to change the land use designation of 1.2 acres from CR-2, Commercial Regional-Downtown to RM, Residential Medium - south side of Victoria Street between "E" and "F" Streets. (See Attached) (No cost to the City.) Ward 1 Resolution of the City of San Bernardino adopting General Plan Amendment No. 99-03 to the General Plan of the City of San Bernardino, to amend the General Plan Land Use Designation from CR-2, Commercial Regional-Downtown, to RM, Residential Medium, for 1.2 acres located on the south side of Victoria Street between "E" and "F" Streets. Applicant: City of San Bernardino Request/Location: The City proposes approval of a general plan amendment to change the land use designation of approximately 1.2 acres from CR-2, Commercial Regional-Downtown to RM, Residential Medium. The change in land use designation would allow for the reuse of existing multi-family residential properties. The project is located on the south side of Victoria Street between "F" and "E" Streets. PRESENT: ABSENT: TO BE HEARD AT 2:00 P.M. R25. Resolution of the Community Development Commission of the City of San Bernardino, California, designating check signers and countersigners for the City of San Bernardino Redevelopment Agency/Economic Development Agency checks and wire transfers, and repealing Resolution No. 5555. Resolution of the Community Development Commission of the City of San Bernardino, as the governing body of the Redevelopment Agency of the City of San Bernardino, authorizing the chairperson of the Community Development Commission to execute a two (2) year Operation and Management Agreement with Theatrical Arts International. PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA: A three- minute limitation shall apply to each member of the public who wishes to address the Mayor and Common Council/Community Development Commission on a matter not on the agenda. No member of the public shall be permitted to "share" his/her three minutes with any other member of the public. (Usually any items heard under this heading are referred to staff for further study, research, completion and/or future Council/Commission action.) 29. Adjournment. MOTION: That the meeting be adjourned to 3:00 p.m., Tuesday, May 2, 2000, in the Economic Development Agency Board Room, 201 North "E" Street, San Bernardino for a workshop on PERS. 12 5/1/2000 NOTICE: Any member of the public may address this meeting of the Mayor and Common Council/Community Development Commission on any item appearing on the agenda by approaching the microphone in the Council Chambers when the item about which the member desires to speak is called and by asking to be recognized. Any member of the public desiring to speak to the Mayor and Common Council/Community Development Commission concerning any matter not on the agenda but which is within the subject matter jurisdiction of the Mayor and Common Council/Community Development Commission, may address the body at the end of the meeting, during the period reserved for public comments. Said total period for public comments shall not exceed forty-five (45) minutes, unless such time limit is extended by the Mayor and Common Council/Community Development Commission. A three minute limitation shall apply to each member of the public, unless such time limit is extended by the Mayor and Common Council/Community Development Commission. No member of the public shall be permitted to "share" his/her three minutes with any other member of the public. The Mayor and Common Council/Community Development Commission may refer any item raised by the public to staff, or to any commission, board, bureau, or committee for appropriate action or have the item placed on the next agenda of the Mayor and Common Council/Community Development Commission.
