Council Member Johnson asked if the Council Members who owned property within 500 feet of a Landscape Maintenance District needed to declare a conflict. Assistant City Attorney Grider answered in the affirmative. City Clerk Hanna suggested that the item be continued to the second meeting in June when the individual Landscape Maintenance District items will be heard. Council Member Valdivia stated that this item is a request to add additional funding for landscape maintenance of the City's 58 Landscape Maintenance Districts. He stated that according to the backup material there was a sense of urgency to amend the contract because of the risk to the LMDs. He asked if the item could be heard at the next Council meeting. Robert Eisenbeisz, City Engineer, advised that this is a change order for all of the additional work that had to be done that was not included in the contract. He stated that he could prepare a map that shows the locations of the LMDs for the next meeting. Amended Motion: Continue to May 19, 2014. Simone Hall, San Bernardino Generation Now, invited the Council to attend the CommUnity Fest at Perris Hill Park on May 31, 2014, from 10 a.m. to 6 p.m.; and announced that the Congressional Candidate Forum for the 31" District would be held at San Bernardino Valley College on May 8, 2014, from 4-6 p.m. Bob Nelson, Hesperia, submitted a document into the record entitled, "San Bernardino City Council Meeting, May 5, 2014, Public Comments," from which he read his five points regarding the City's Council meetings. Mayor and Common Council of the City of San Bernardino Page 11 Printed 51812014 Joint Regular Meeting Minutes May 5, 2014 Dora Mayes, Riverside, thanked the Council for listening to those who spoke regarding the City animal shelter and asked for clarification of Agenda Item No. 5C regarding the RFP for Animal Control and Animal Sheltering Services. Paul Sanborn, San Bernardino, asked about the missing funds totaling $250,000 for landscaping at the Santa Fe Depot; said he was concerned that Community Development might wind up with Code Enforcement, which, he said belongs in the Fire Department; stated that the City needs to quit comingling money; asked the City not to put the sewer fees under the Water Department; and said the City should start writing tickets for boom boxes and tinted windows. Juan Figueroa, San Bernardino, stated that the City needs to remove some roadblocks and focus on becoming more business friendly. Jim Smith, Highland, announced the completion of the 215 Freeway, the opening of the Omnitrans sbX Bus, and the dedication of the Justice Center; and applauded the efforts of the Charter Committee. Gabriel Velasquez, San Bernardino, stated that the City needs to trim its trees.
