The revisions were necessary to revise industrial limits for discharge, require compliance with Federal and State wastewater standards, revise penalties for violation of discharge standards and to make various technical corrections . These changes were made necessary, in large part, because the California Regional Water Quality Control Board makes most of the revisions a condition of issuance of the National Pollutant Discharge Elimination System (NPDES) permit . The proposed revisions to the wastewater ordinance were submitted to the Regional Water Quality Control Board in advance of the action taken by the Board of Water Commissioners to refer the matter to Mayor and Common Council and the first reading before Mayor and Common Council . However, the Regional Water Quality Control Board did not provide its comments until after the first reading. The Regional Water Quality Control Board has requested a revision to Section 13 . 32 . 275, regarding the annual public notice of significant noncompliance . The change consists of the addition of one clause requiring that publication will occur not later than the month that the annual pretreatment report is filed with the Regional Board. The Regional Board felt that without the fixed deadline, the task of publication tends to be overlooked or untimely.
