Description) rant Funds Finance: Z�&AVec-1--C Notes: / Agenda Item No. ;t r 7 CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT BACKGROUND Annie Ramos, Director of Parks, Recreation and Community Services, has requested that the grant-funded position of Mentor Coordinator be established. This position is being funded through two separate grants through March 31, 2000. The position requirements include: coordinating and directing all phases of the Mentor Program, recruiting volunteers and conducting their pre-service training; monitoring and evaluating mentoring activities; preparing the program budget and performing a variety of ongoing administrative duties. A draft job description for the position of Mentor Coordinator is attached. ANALYSIS The mentoring program has been ongoing since 1995. Originally the position of Mentor Coordinator was a contract position, because it was being grant-funded for only one year. However, in subsequent years, funding was acquired to continue the program. Recently, funding was acquired to sustain and expand the program into the year 2000. These grants also have reasonable chances for renewal beyond the year 2000. Justification for establishing this classification as a full-time, temporary position includes: * It will allow the department to set specific work hours. * It will give the position more stability and reduce the potential for employee turn-over. * It will allow the department some flexibility in the assignment of duties. COSTING The coordination of the two separate grants authorizes a monthly salary of$3,030/month, plus benefits. This will be a full-time, temporary position. Annie Ramos has requested that this position become effective as soon as possible. Annual compensation, including all salary and benefits is: Salary = $3,030/month x 12 = $36,360 Benefits = 28.274% _ $10,280 Total = $46,640 There will be no impact to the General Fund, because this position is being fully funded through a combination of State and Federal grant funds. RECOMMENDATIONS The proposed job description will be submitted to the Civil Service Board for approval. Based on the foregoing, recommendations include: * Establish one (1) Mentor Coordinator position at a flat rate of $3,030/ month. * Direct the Personnel Department to update Resolution No. 6413, Section Thirteen to reflect this particular action. SUBJECT: MENTOR COORDINATOR POSITION DATE : September 15, 1997 COPIES : John Kramer, Recreation Superintendent ----------------------------------------------------------------- I request that the position of Mentor Coordinator be established and that the position be placed in the part-time/temporary salary resolution at a flat rate of $3 , 030 per month and included in the section identifying grant funded full-time positions entitled to various benefits including health insurance and vacation and sick leave accrual . This position is funded through two separate grants through March 31, 2000 . Consequently, the part-time/temporary salary resolution is desired since the grants would not allow for any negotiated increases in salaries or benefits . The salary rate and benefits are included in the grants . Effective date is requested to be October 1, 1997 . The rate of $3 , 030 per month makes it equivalent to the Senior Companion Program Coordinator. The duties and responsibilities are similar in nature . A proposed job description is attached. Annie F. Ramos, Director Parks, Recreation & Community Services AFR/tjg MENTOR COORDINATOR Part-Time JOB DESCRIPTION Under general direction, coordinates and directs all phases of the Mentor Program. REPRESENTTIVE DUTIES Provides courteous and expeditious customer service to the general public and City departments staffs. Incumbent acts as the first level coordinator for the Mentor Program within assigned areas; recruits volunteers and conducts their pre-service training; coordinates and conducts Mentor support meetings; recruits and develops Mentor Advisory Board and provides leadership; coordinates and conducts monthly meetings. Works with school district, County of San Bernardino, and other public or community based organizations to establish mentoring sites; monitors and evaluates mentoring activities; supervises part-time assistants in carrying out related duties. Performs a variety of ongoing administrative duties which include budget preparation, grant renewal applications, record keeping to ensure compliance with expenditure requirements, administrative and direct program costs. Attends scheduled meetings as required; visits volunteer sites regularly; plans and supervises special recognition events in coordination with the advisory council and volunteer stations. Routinely adheres to and maintains a positive attitude toward City and Department goals; and performs related work as required. MINIMUM QUALIFICATIONS Bachelor's degree in human services, social welfare, sociology, psychology or a closely related field is required. One year of experience in the administration of a mentoring program which addresses the needs of at-risk youth or three years of experience in the administration of a program for youth or teens to include human services, social welfare, sociology, psychology or other programs directly related to the needs of at-risk youth. Additional qualifying experience of the specified type may be substituted for the required education on a year for year basis up to four years. Possession of a valid Class "C" California driver's license is required. For out of State applicants, a valid driver's license is required. A valid Class "C" California Driver's License must be obtained within (10) days of appointment (CA Vehicle Code 12405c) . GENERAL QUALIFICATIONS Knowledge of: Methods of planning, evaluating and administering a mentor program; Community resources relating to at-risk youth; Problems relating to youth and youth development; Public relations techniques; Personnel management techniques; Grant writing and grant administration. Ability to: See in the normal visual range with or without correction; Hear in the normal audio range with or without correction; Exhibit normal range of body motion; Transport materials and supplies weighing up to 25 pounds; Operate a vehicle observing legal and defensive driving practices; Meet the general public with courtesy and tact; Establish and maintain effective relationships with those contacted in the course of work; Formulate and manage a mentoring program; Counsel and provide assitance to mentors; Supervise mentors and ensure proper supervision of mentor assignments; Work effectively with volunteer station staff ensuring proper matching of mentors with clients; Communicate effectively both orally and in writing; Follow oral and written instructions; Plan, organize, and coordinate administrative activities; Interpret the Mentor Program to individuals and groups; Work independently, identifying the need for and development of proposed changes in program practices and procedures; Analyze problems incurred by mentors and/or volunteer stations and take appropriate action; Evaluate the effectiveness of the program; Interpret federal and state laws and guidelines. ORGANIZATIONAL RELATIONSHIPS The Mentor Coordinator is a professional, supervisory position in the Parks, Recreation and Community Services Department.
