STAFF REPORT
Extensive mud and debris flows occurred in the Little Sand Canyon
Channel during the limited, but intense rain storm of 10-07-97 .
These flows resulted in the closure of Foothill Drive for the
clean-up operation, and in some flood damage to residences along
Foothill Drive.
In an effort to prevent future flood damage to those residences,
a joint decision was made with the County Flood Control District
to close Foothill Drive through the 1997/98 rainy season. The
closure was effected by the placement" of k-rail concrete
barriers, which will serve to restrict any mud and debris, in
excess of the capacity of the box culvert to the limits of the
channel.
Section 21101 of the California Vehicle Code allows local
authorities to temporarily close a street, when necessary for the
safety of persons using the street. The proposed resolution
makes a finding that the closing of Foothill Drive for the
1997/98 rainy season is necessary for safety, and authorizes the
closure.
We recommend that the temporary closure of Foothill Drive be
approved.
