Description) Signing & St in M e ' al r Financ Council Notes: Ordinance Laid Over 75-0262 Agenda Item No. 97 CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT A request was received from Emerton School for an evaluation to be done of the perceived speeding on Arden Avenue, from Pacific Street to Highland Avenue. A speed zone has not been established for this section of Arden Avenue. This results in the maximum speed limit of 65 m.p.h. being in effect, except when school children are present, at which time the 25 m.p.h. prima facie speed zone will apply. By measuring the speed of 100 vehicles , the 85th percentile was found to be from 43 - 44 m.p.h. A recommendation that a speed zone of 40 m.p.h. be established was presnted to the Traffic Safety Committee, at their meeting of 11-12-97 . The Committee concurred with our recommendation. We recommend that a 40 m.p.h. speed zone be approved. Section 10. 52.030 of the San Bernardino 7 Municipal Code is amended to read: 8 "10 . 52.030 FORTY MILES PER HOUR 9 In accordance with and pursuant to the authority of i 10 Sections 22357, 22358, and 22360, of the California Vehicle Code, 11 the Mayor and Common Council do hereby determine and declare, 12 upon the basis of an engineering and traffic investigation, that 13 a Prima Facie Speed Limit of Forty stiles per hour shall be 14 established on the following streets or portions thereof in the 15 City: 16 ARDEN AVENUE: Between Pacific Street and Highland Avenue. 17 ARROWHEAD AVENUE: Between Esperanza Street and Rialto 18 Avenue; and between Highland Avenue and Kendall Drive. 19 ATLANTIC AVENUE: Between Palm Avenue and Cienega Court. 20 BASE LINE STREET: Between Medical Center Drive and 'H' Street; and between Sierra Way and Del Rosa Avenue. 21 DEL ROSA AVENUE: Between Del Rosa Drive and Marshall 22 Boulevard. 23 'E' STREET: Between Century Avenue and Rialto Avenue; and between Thirtieth Street and Kendall Drive. 24 ELECTRIC AVENUE: Between Fortieth Street and Northpark 25 Boulevard. 26 FIFTH STREET: Between Sierra Way and Waterman Avenue. 27 FORTIETH STREET: Between Acre Lane and Electric Avenue. 28 'G' STREET: Between Mill Street and Rialto Avenue. 11-24-97 ORD: AMENDING SBMC SECTION 10.52.030 TO ESTABLISH SPEED LIMIT ON ARDEN AVENUE, BETWEEN PACIFIC STREET AND HIGHLAND AVENUE. 1 GOLDEN AVENUE: Between Highland Avenue and Lynwood Drive. 2 HIGHLAND AVENUE: Between Valencia Avenue and Arden 3 Avenue. 4 KENDALL DRIVE: 'E' Street to 40th Street. 5 LYNWOOD DRIVE: Between Valencia Avenue and Del Rosa Avenue. 6 MACY STREET: Between Highland Avenue and the north City 7 limits. 8 MEDICAL CENTER DRIVE: Between Base Line Street and Highland Avenue. 9 MERIDIAN AVENUE: Between Rialto Avenue and Foothill 10 Boulevard. 11 MILL STREET: Between Waterman Avenue and Tippecanoe Avenue. 12 MIRAMONTE AVENUE: Between Twenty-Third Street and 13 Marshall Boulevard. 14 MOUNTAIN VIEW AVENUE: Between Victoria Street and Lupin Lane. 15 NINTH STREET: Between Medical Center Drive and 'H' 16 Street; and between Sierra Way and Waterman Avenue. 17 NORTHPARK BOULEVARD: Between Little Mountain Drive and Electric Avenue. 18 PEPPER AVENUE: Between Mill Street and north City 19 limits. 20 PERRIS HILL PARK ROAD: Between Pacific Street and Twenty-First Street. 21 REDLANDS BOULEVARD: Between Hunts Lane and Gardena 22 Street. 23 SIERRA WAY: Between Mill Street and Rialto Avenue; between Fifth Street and Thirtieth Street; and between 24 Fortieth Street and Forty-Eighth Street. 25 STERLING AVENUE: Between Highland Avenue and Pumalo Street. 26 27 THIRD STREET: Between Sierra Way and Waterman Avenue.
