Synopsis of Previous Council action:
09-20-93 - Appropriation of $23 , 460 , in the 1992/93 Barrier Rail
Program, and transfer of $4 ,040 approved.

Recommended motion:
1. That the plans for replacing the north bridge rail, on the Highland Avenue Bridge
over the Del Rosa Channel, be approved; and the Director of Public Works/City
Engineer be authorized to advertise for bids.
and
2. That the transfer of $10,800, from Account No. 129-367-5504-7069, "Coulston Street
- Richardson Avenue to Curtis Avenue," to Account No. 242-362-5504-1749, "Replace
Barrier Rail - Highland Avenue at Del Rosa Channel," be approved.
and
3. That the Director of Finance be authorized to increase the Fiscal Year 1997/98
Street Construction Fund (242) Budget by $66,600; and to increase the projected
revenue by an identical amount to reflect reimbursement by Federal- id STP Funds.

STAFF REPORT
Plans for replacing the existing north bridge rail for the
Highland Avenue Bridge over the Del Rosa Channel have been
completed, and the project is ready to be advertised for bids .
The project consists, in general, of removing the existing non-
standard bridge rail, on the north side, extending the concrete
box culvert, and installing sidewalk and a Type 26 concrete
bridge railing.
Below is an estimate of the total project cost:

Engineering & Inspection (W.O. #1749) 2 , 800
Flood Control District Permit Fee 2 , 500
Sub-Total $ 87 ,383
Contingencies (150) ± 13 , 617
TOTAL ESTIMATED PROJECT COST $ 101 , 000
All costs incurred for this project will be charged to Account
No. 242-362-5504-1749 . Federal-Aid Funds, from the Barrier Rail
Program, have been programmed to finance 88 . 530 of the total
project cost, and $4 ,040 has been allocated to finance the local
agency cost. Supplemental funds in the amount of $10 , 800 will be
needed to fully finance the local agency share.
We recommend that the plans be approved and authorization granted
to advertise for bids. In addition, we recommend that the
transfer of $10 , 800 from Measure I funds and the increase in
projected revenue of $66 , 600 be used to increase the project
budget from $23 , 600 to $101 , 000 .
