Landscape Inspector II (Webb, Adam) - Promotion Public Works The real property section must provide landscape inspection services on all landscape maintenance assessment districts (27) as well as administer all of the maintenance contracts and contract change orders. Two (2) positions are budgeted and we are attempting to fill the Landscape Inspector II position. The current proposal is to promote the incumbent Landscape Inspector I to the II position and then use the list that exists for the II to fill the I position. There is no back up for vacations and/or sick leave leaving the department and city without landscape inspections. The position is fully funded from assessment district funds (no impact on general fund). There is a minimum of 36% savings using city staff; and, contract providers are not able to supply all of the services nor maintain city records. Additionally, contract providers are unable to handle or answer the majority of questions from the public relative to maintenance contracts in the assessment districts. The level of inspection in the districts is reflected in the overall appearance of the district and the satisfaction of those assessed. 2. Traffic Signal Electrician II (Chavez Anthony A ) - Promotion Public Works The promotion of the Street Lighting Electrician to Traffic Signal Electrician II is based on the signal section having four (4) electricians to maintain and repair 230 traffic signals. Service is provided 24 hours a day, 7 days a week. A recent vacancy has left only three (3) electricians for the traffic signals. One of the Street Light Electricians, using his own time, has completed the necessary training and testing for certification to the Traffic Signal Electrician position and this promotion fills a current vacant position. City staff provides the service at 50% less than contract services, completes more variety of work and responds in 20 minutes as opposed to two hours, to emergencies. A staff of three cannot continue to provide 24-hour service without excessive overtime and fatigue.
