STAFF REPORT
Shortly after the west frontage road to the Route 330 Freeway was
relinquished to the City by Caltrans, it became apparent that a
section of the slope was unstable. This section is north of
Highland Avenue.
Several on-site meetings were held with Caltrans ' Resident
Engineer for this project in an attempt to have this problem
corrected. The Resident Engineer' s position was that since the
City had accepted the relinquished streets, it was our problem.
A considerable amount of mud flowed from this slope to a mobile-
home space. City forces placed a concrete k-rail barrier along
the toe of the slope to protect the mobilehome, and installed an
j irrigation system to promote the growth of native vegetation.
It was hoped that these actions had resolved the problem.
However, the adjoining property owner recently called us to the
site to view some rather large cracks in the shoulder of the
frontage road. These cracks indicate that the slope has not been
stabilized.
CHJ, Inc. , a soils testing and geological firm, inspected the
slope, and issued a letter (dated 10-27-97) with their conclusion
that - "it behooves the City to take immediate action on this
issue. " A copy of this letter is attached for reference.
This letter states that a detailed investigation will be needed
to determine the mode of failure and the volume of material. A
detailed investigation would consist of soil borings, at a cost
of about $2 , 500 . 00 .
Another approach, in lieu of having a detailed investigation con-
ducted, would be to proceed with installation of about 60 feet of
a 5 -- 6 foot retaining wall. Some grading of the slope and
installation of landscaping will be done after the rainy season
is over.
The preliminary estimated cost of the retaining wall is
$6 , 000 . 00 .
We recommend that $10 , 000 be transferred from the available
balance in Account No. 126--369-5504-7008 , "40th Street/Third to
Acre Lane -- Widening, " in order to provide funding for these
emergency repairs to this slope, and that issuance of a Purchase
Order for the retaining wall be ratified.
URGENCY CLAUSE
This work needs to be done as soon as possible. before the winter
rains set in.

Dear Mr, Enna:
On October 27, 1997, a representative from this firm observed the parkway area of a
"turnaround" off the frontage road on the west side of State Highway 330. The "turnaround"
area consisted of an embankment fill with a side slope of 1 1/2:1 (horizontal to vertical) or
steeper inclination. A level parkway area 5 to 6 feet wide was present at the top of the slope.
East of the parkway was a concrete curb and gutter and the asphalt concrete of the roadway.
A mobile home park was adjacent to the toe of the slope on the west. The face of the slope was
thickly vegetated with grasses and shrubs to approximately 5 feet high.
Multiple tension cracks to several inches wide oriented subparallel to the top of the slope were
observed in the parkway area. Down-toward-the-slope-face vertical displacement was readily
apparent in several places on these cracks. Separation of the soil from the curb and gutter
indicated the distress extended at least that far into the embankment. No distress was observed
in the asphalt concrete of the street.

Based on these observations it is apparent that the slope at this location is on the verge of
failure. The mode of failure and the volume of material potentially involved cannot be known
without detailed investigation. As adjacent properties are likely to be involved in the event of
failure, it behooves the City to take immediate action on this issue.
