Synopsis of Previous Council action:
7/03/97 - Mayor and Common Council approved Police Department budget reduction package
(including outsourcing of certain Dispatch and Records Division positions) .
Recommended motion:
That the Mayor and Common Council authorize the Director of Finance to amend the Fiscal
Year 1997-1998 Budget and transfer $20,400 from Part-Time Dispatch Salaries (001-221-
5014) to Contractual Services (001-221-5505) .

STAFF REPORT
PROBLEM
The Police Dispatch Center proposed a $39, 200 . 00 "Contractual
Services" budget for contract "Service Desk Clerk" employees based
on an estimated implementation date of 1/1/98 . These clerks became
available sooner than expected and because the staffing was needed,
began work September 16th. An additional $20 , 400 . 00 is needed in
the Contractual Services account before the end of FY 97/98 to
cover the extra cost incurred by starting these employees earlier
than anticipated. A purchase order is already in place for
Wackenhut to provide these services .
RECOMMENDATION
Transfer $20 , 400 . 00 from dispatch' s "Parttime Salaries" account
001-221-5014 , to "Contractual Services" account 001-221-5505 .
FINDINGS
Pending completion of a new contract employee process which
included Service Desk Clerks, the dispatch service desk position
was being staffed with part-time and overtime personnel . By
starting the contract personnel as soon as they became available,
fewer parttime and overtime hours will be expended.
Staffing this position with contract employees is more economical
than overtime or parttime coverage .
