STAFF REPORT
An Agreement for Professional Services was entered into
with R. J. Mullins & Associates on 10--11-96 , for an alignment
study relative to the extension of State Street, from Foothill
Boulevard to 16th Street. It was necessary for a tentative
alignment to be developed in order for consulting firms to be
able to submit proposals for preparation of plans , and allow
environmental review to be commenced.
Amendment No. One to this Agreement was approved at the
Council meeting of 3-17-97 , to obtain title reports for the 24
parcels from which right-of-way will be acquired.
At the Council meeting of 9-15-97 , authorization was
granted to execute an Agreement with the consulting firm of HNTB,
for preparation of the plans . After commencing work, HNTB
discovered that the alignment developed by R. J. Mullins &
Associates was not fully in compliance with all applicable
standards for Federal--Aid funded projects .
HNTB ' s proposal to prepare the plans and specifications
was based upon the representation that the alignment developed
was sufficient for final design.
Additional work will , therefore, be needed to bring the
alignment into compliance with applicable standards. HNTB has
submitted a proposal to upgrade the alignment to the final
precise one, at a fee not to exceed $7 , 950 . 00 .
We have reviewed the proposal for the additional work, and
feel that it is fair and reasonable for the work involved.
Therefore, we recommend that Amendment No. One be approved.
All costs incurred pursuant to Amendment No. One will be
financed from the $300 , 000 allocated under Account No. 129-367-
5504-7060 .

FIRST AMENDMENT TO AGREEMENT
FOR PROFESSIONAL SERVICES
THIS AMENDMENT TO AGREEMENT is made and entered into
this day of , 1997, by and between the
CITY 'OF SAN BERNARDINO, CALIFORNIA, a municipal corporation of
the State of California, hereinafter referred to as "CITY, " and
HNTB CORPORATION, a Delaware corporation, hereinafter referred
to as "ENGINEER. "
WITIIESSETH:
WHEREAS, CITY and ENGINEER entered into an Agreement on
October 7 , 1997, relative to providing professional design
services consisting of preparation of plans for the extension of
Sate Street, from Rancho Avenue, South of Foothill Boulevard,
to Ninth Street; and
WHEREAS, the CITY desires to incorporate a precise final
horizontal and verical alignment; and
WHEREAS, the ENGINEER is best qualified and able to
complete said work and incorporate same into the final design;
and
WHEREAS, ENGINEER has adequate professional engineering
staff to provide the desired additional services; and
WHEREAS, ENGINEER has submitted a proposal to perform a
final alignment studio by letter dated October 3 , 1997, a copy of
which is attached as Exhibit "B; " and
WHEREAS, ENGINEER will coordinate the work with the City
designed portions of the alignment.
NOW, THEREFORE, it is mutually agreed as follows:
1 . The Agreement between CITY and iNGINEER, dated
October 7, 1997 , relative to providing professional services in
connection with the final design of State Street, is hereby
amended as follows:
a. Section 1 , "Scope of Services, " is expanded to
include the required additional work to coordinate all existing
data and prepare a final precise alignment, both for horizontal

and vertical alignment, of the proposed roadway between Rancho
Avenue and Sixteenth Street, in accordance with letter dated
October 3, 1997, a copy of which is incorporated herein by
reference.
b. Section 5, "COMPENSATION, " is amended to increase
the reimbursement to the ENGINEER, by an amount not to. exceed
$7,950.00 , from $293,510.00 to $301,460.00.
2. Compensation for the services shall be paid in
accordance with the agreement with a total cost not to exceed
$301,460.00 .
IN WITNESS WHEREOF, the parties have executed this Firs
Amendment to Agreement on the day and year first above shown.

RE:FINAL STATE STREET ALIGNMENT STUDY
Thank you for the opportunity to provide you with this scope of work and fee estimate for performing the
final alignment study from Rancho Avenue south of Street to State Street north of Baseline. The following
represents our undemanding of what the City has requested and what HNTB will provide as pan of this work:
SCOPE OF WORK
The proposed scope of work consists of preparing a final alignment study for the two State Street projects
being designed by the City of San Bernardino and HNTB. The alignment study will provide the basis of design
for the ultimate arterial roadway configuration between State Street north of Baseline and Rancho Road south of
5`h Street. Coordination between the City and HNTB will be required to ensure the alignment meets the City's
needs. This scope of work will be an amendment to the contract between HNTB and the City of San
Bernardino for the design of State Street between Rancho Avenue and 5'Street.
Final Alignment
HNTB will confer with the City's engineering staff to review the Project requirements and
important issues, including but not limited to available right-of-way, existing topographic
features,design speeds,and other criteria as may be required to assure a proper design. The
City will provide as-built data and available survey information of the project site to
HNTB for use in this study.
Considering the results of the above effort, HNTB will prepare a geometric alignment
design that will include horizontal and vertical layouts,superelevation as may be necessary,
and identification of any ancillary structures that may be necessary to build the ultimate
roadway section. The proposed alignment will be coordinated with the San Bernardino
County Flood Control District regarding right of way requirements, maintenance road
access locations, and the profile elevation at Baseline and the spillway. Drawings will be
prepared in imperial units to allow the City to utilize as much of the existing mapping as
possible. FEM will prepare a coordinate geometry report based on local control points
tied to the existing survey to be provided by the City and supplemented by FRM under
the current design contract. Right of way requirements will be included on the drawings
for assistance with the on going mapping process. Autocad Release 12 electronic files of
the alignment will be provided to the City at the end of this work.
HNTB proposes to perform the above scope of work for a fee of seven thousand nine hundred fifty dollars
($7,950)as indicated in the following table.
