It does not include non-encumbered reoccurring expenses or expenses incurred,but not yet processed. Motion: Adopt the Resolution. Synopsis of Previous Council Action: 10/7/13 Resolution#2013-284 approved an increase of the FY 2013/14 Purchase Order to General Dog and Cat Hospital to $42,500.00. Background: Effective January 6, 2014, the Shelter's registered veterinary technician resigned, thus leaving the Shelter without a Drug Enforcement Agency (DEA) license and eliminating the ability to purchase certain medicinal controlled substances. The Shelter is also experiencing an increase in the number of sick and/or injured animals coming to the facility requiring emergency veterinary treatment. Dr. Zeilinski, the current contract veterinarian vendor, has agreed to apply for an off-site DEA license and will monitor and track the Shelter's use of controlled substances as required by law. This maintenance cost is $500/month or$3,000 for the remainder of this fiscal year. The Shelter also expects to spend another $20,500 on veterinary care, i.e., medication and treatment, because the medication preferred by Dr. Zeilinski differs from what the Shelter currently uses. The cost of emergency veterinary care at the Animal Emergency Clinic in Grand Terrace has increased due to the number of sick/injured animals coming to the Shelter. The costs associated with Dr. Zeilinski monitoring/tracking the use of controlled substances, the cost for new medicines, and future veterinary care cannot be covered without transferring currently budgeted funds within the Animal Control budget and from the Animal Control, Shelter Donation trust account. Amending the FY 2013/2014 budget in the amount of $35,000 is expected to cover the costs associated with the increase in emergency veterinary care at Animal Emergency Clinic, and standard veterinary care and management/maintenance of medication by Dr. Zeilinski. The purchase order to General Dog and Cat Hospital will need to be increased by $23,500 and the purchase order to Animal Emergency Clinic will need to be increased by$12,000. It is requested that unspent FY 2013/2014 budgeted funds from accounts 124-210-0001-5111, 124-210-0001-5133, 124-210-0001-5175, 124-210-0002-5133, 124-210-0003-5111, 124-210- 0003-5133, 124-210-0003-5181, and 124-210-003-5505, as defined on Attachment 1, be transferred to account number 124-210-0002-5505. This request will require an appropriation of$18,800 from the Animal Control, Shelter Donation trust account 772-2352.231 increasing the FY 2013/2014 Animal Control budget, account number 124-210-0002-5505.
